Position Overview

AVIAN is in search of a Senior Program/Financial Analyst to provide essential support to the Office of Naval Research.

Key Responsibilities

  • Deliver senior-level financial and program analysis support, including high-level business and financial guidance, training junior analysts, reviewing Purchase Requests, and contributing to departmental financial reports.
  • Conduct financial analysis across various funds and funding sources to ensure compliance with federal regulations and internal procedures.
  • Prepare and research funding documentation; track commitments, obligations, and expenditures; and resolve issues related to funding benchmarks.
  • Monitor the performance of ONR-funded initiatives.
  • Assist in creating presentations and reports for higher-level briefings, compiling data from multiple sources.
  • Draft funding documents and Purchase Requests.
  • Perform qualitative and quantitative analyses of financial data to support program improvements.
  • Track financial execution status and prepare necessary reports.
  • Collaborate with financial management and contracting offices to facilitate smooth financial workflows.
  • Support the preparation of financial management plans to meet execution benchmarks.
  • Provide general program management assistance on ONR-sponsored projects.
  • Respond to various data requests related to ONR projects.
  • Assist in utilizing various systems and software to manage project activities and resources effectively.
  • Coordinate logistics for meetings and events as needed.
  • Compile information for lessons learned and provide administrative support during program reviews.
  • Prepare necessary administrative documents such as agendas and minutes.
  • Other duties as assigned.
  • Occasional travel may be required in support of ONR activities.

Qualifications

Required Qualifications

  • Bachelor's Degree from an accredited institution with at least 10 years of experience in government financial and budget cycles.
  • Experience with government financial systems.
  • Ability to obtain and maintain a Department of Defense security clearance.
  • U.S. Citizenship is required due to the sensitivity of customer-related requirements.
  • This position operates in a hybrid environment, requiring both onsite and telework.

Desired Qualifications

  • Prior experience with Navy ERP or similar DoD accounting software.
  • Experience managing complex Science and Technology program financials.
  • Familiarity with Earned Value Management and cost analysis.
  • Knowledge of government planning, forecasting, budgeting, and execution monitoring.
  • Excellent computer skills, particularly in presentation development software.
