Core Responsibilities
- Deliver senior-level financial and program analysis support, including high-level business insights, mentoring junior analysts, and overseeing Purchase Requests (PRs).
- Conduct comprehensive financial analyses across various funding sources to mitigate risks related to federal compliance and internal processes.
- Prepare and evaluate funding documentation, monitor financial commitments, and resolve discrepancies in funding structures.
- Assess the performance of ONR-funded initiatives and assist in the creation of presentations for high-level briefings.
- Draft and manage funding documents and Purchase Requests (PRs) efficiently.
- Perform qualitative and quantitative assessments of financial data to inform program enhancements.
- Monitor financial execution and prepare necessary reports for program oversight.
- Collaborate with financial management and contracting offices to streamline financial workflows.
- Support the development of financial management plans to ensure compliance with execution benchmarks.
- Provide general program management assistance for ONR-sponsored projects.
- Respond to data requests related to ONR initiatives.
- Utilize various software systems to manage project activities and track performance metrics.
- Coordinate logistical arrangements for meetings and events as needed.
- Participate in program reviews and assist in compiling lessons learned.
- Prepare necessary administrative documents such as agendas and minutes.
- Travel may be required for conferences and collaborative efforts.
Qualifications
Required:
- Bachelor's Degree from an accredited institution with at least 10 years of experience in government financial and budget processes.
- Proficiency in government financial systems.
- Ability to obtain and maintain a Department of Defense security clearance.
- U.S. Citizenship is required due to the nature of the work.
- This position operates in a hybrid model, requiring some onsite presence.
Desired:
- Experience with Navy ERP or similar Department of Defense accounting systems.
- Expertise in managing complex Science and Technology program financials.
- Familiarity with Earned Value Management (EVM) methodologies.
- Strong computer skills, particularly in presentation software.
