Position Overview
If you are passionate about engaging in significant and demanding projects that support the US Navy, Serco North America offers an exceptional opportunity for you. As a Senior Financial Analyst, you will play a crucial role in assisting the Chief of Naval Operations (OPNAV) Air Warfare Division (N98) throughout all stages of managing a $45B resource portfolio, thereby influencing the future of Naval Aviation.

You will collaborate within a dedicated 3-member contracting team, working closely with the client to provide high-quality resource analysis.

This team has received accolades from both the Navy and the industry for their remarkable contributions to the contract and program.

Note: An active Secret Security Clearance is mandatory for consideration.

Key Responsibilities:


Support the Programming and Budgeting Section Head, Deputy Section Head, and Requirements Officers by aiding in the analysis, development, and programming necessary to establish a balanced annual budget for the Director of Air Warfare, while ensuring Total Obligation Authority (TOA) is maintained within fiscal limitations and aligned with operational priorities.

Deliver comprehensive PBIS data extractions as needed, formatted to effectively present the requested information, including analysis of POM development and PPBE processes.

Provide expert insights into N98's historical decisions across various appropriations and multiple budget cycles.

Conduct analysis of Naval Aviation force structure issues and the financing of capabilities to support the investment strategy.

Generate and present thorough analyses of operational and fiscal risks and requirements essential for managing limited funding across the entire Naval Aviation portfolio.

Perform detailed evaluations of alternatives based on operational, acquisition, and fiscal risk assessments to support government conclusions and recommendations.

Qualifications:

To excel in this position, you should possess:

  • An active Secret clearance.
  • A Bachelor's degree.
  • Over 10 years of relevant experience.
  • Experience in direct consultation with military clients.
  • Familiarity with the PPBE process and PBIS.
Additional Preferred Experience and Skills:
  • Recent interactions with System Command PMA/PMW BFMs, Budget Directors/Comptrollers, and FMB budget analysts/comptrollers.
  • Knowledge of US Naval Aviation specific programs, along with the capability to provide programmatic recommendations and accurate historical comparisons.
