Job Overview

Martek Global Services, Inc. is seeking a qualified Lead Financial Analyst with extensive expertise in Department of Defense (DoD) Planning, Programming, Budgeting, and Execution (PPBE) processes. This role necessitates a Top Secret/Sensitive Compartmented Information (TS/SCI) clearance along with a DoD Financial Management (FM) Level 2 Certification.

Work Arrangement: Primarily Remote with occasional travel requirements.
Compensation: $105,000 - $130,000 based on experience. Highly qualified 1099 candidates may be considered for a higher salary.

Clearance Requirement: Top Secret Clearance is mandatory.

Key Responsibilities

Financial Management Objectives:

  • Ensure comprehensive visibility and analytical oversight of agency funding sources and documentation.
  • Compile and input financial data related to government initiatives, leveraging existing program information and databases, while maintaining data accuracy and timeliness.
  • Evaluate agency adherence to fiscal regulations and DoD protocols.
  • Report and monitor fiscal year obligations, forecasts, and identify opportunities for process enhancements.
  • Align with DoD Financial Management Strategy goals.
Specific Duties
  • Deliver a full spectrum of support services concerning government financial forecasting, planning, analysis, and tracking.
  • Exhibit profound knowledge of budgeting methods, practices, regulations, and policies.
  • Analyze budget-related documents and issues, including strategies to adapt to changing government priorities and resource allocations, utilizing financial data to inform recommendations for decision-makers.
  • Conduct routine inspections of government requirement packages to ensure compliance with DoD/agency financial guidelines.
  • Provide financial support for the preparation, routing, and completion of procurement packages, including budget data for purchase requests.
  • Continuously track agency calendars, submission deadlines, and milestones to proactively identify needs, ensuring timely drafts and final edits for integration.
  • Perform fiscal analysis of planned and funded activities, including cost-benefit analyses for potential actions, preparing necessary data and presentation materials for government meetings.
Qualifications

Educational Background: A minimum of a Bachelor's Degree and three years of relevant senior-level contracting and budget support experience. A substitution of a Bachelor's degree is permissible with ten years of related work experience in addition to the required three years.

Certifications: DoD FM Certification Level 2 is required.
Clearance: Top Secret with SCI Access is essential.
