Overview

This role is situated within the Department of Housing and Urban Development, specifically under the Assistant Secretary for Policy Development and Research.

Eligibility

This position is available to U.S. Citizens and Nationals. No prior Federal experience is necessary.

Key Responsibilities

As a Grant Administration Expert, your responsibilities will include:
  • Administering and managing grants and cooperative agreements, overseeing both pre-award and post-award processes as a certified grant officer. You will handle functions related to specialized grants and cooperative agreements that are critical to the Department.
  • Supporting PD&R in grant policy determinations. You may engage in departmental meetings, forums, and working groups focused on grant management systems.
  • Advising on the creation of the Notice of Funding Opportunities (NOFO) to maximize competition and serving as the administrative contact for PD&R grant initiatives.
  • Participating as an advisor on application review panels and providing guidance to the Source Evaluation Board (SEB) regarding competitive range assessments and other significant elements of the competitive process.

Essential Qualifications:
  • Must be a U.S. Citizen or U.S. National.
  • A probationary period may be required.
  • Successful completion of a background investigation is mandatory.
  • Must complete a Declaration for Federal Employment when requested.
  • Salary payments will be made via Direct Deposit/Electronic Funds Transfer.
  • If applicable, male applicants born after December 31, 1959 must certify registration with the Selective Service System.
  • Identity verification through Personal Identity Verification (PIV) process is required.
  • Must obtain and utilize a Government-issued charge card for business travel.
  • Annual filing of a Confidential Financial Disclosure Report is required.
Qualifications

To qualify for this position, you must meet the following criteria by the closing date of this announcement:

Specialized Experience: For the GS-13 level, you should possess at least one year of specialized experience equivalent to the GS-12 level, demonstrating the necessary knowledge, skills, and abilities to fulfill the role's duties. Specialized experience includes:
  • Overseeing the grant management process;
  • Negotiating and issuing grants or cooperative agreements;
  • Providing technical guidance related to grants to both internal and external stakeholders;
  • Reviewing audit reports concerning grants;
  • Managing the closure of grants.
