The State of Oregon is excited to announce a career opportunity within the Office of Academic Policy and Authorization. This role is a Permanent, Full-Time position that does not involve management responsibilities.

This position will be based in the Salem office. Currently, there is a requirement for a minimum of two days in the office for most roles, which may be adjusted based on operational needs. Additional in-office requirements may apply during the training phase, and specific work schedules will be determined in collaboration with your supervisor. The selected candidate may qualify for a hybrid work arrangement, allowing for a combination of onsite and remote work.

Key Responsibilities:

The primary objective of this role is to support consumer and student protection initiatives under the authority of relevant state statutes by developing standards and protocols for complex compliance scenarios, managing complaint referrals and investigations, and ensuring adherence to applicable laws, regulations, and guidelines related to student complaints and consumer protections.

Specific Duties Include:

  • Analyze and interpret laws, regulations, and agency policies to assist staff and educational partners with compliance matters.
  • Monitor state and federal regulatory requirements.
  • Support management and program staff in the Oregon Administrative Rulemaking process by identifying gaps, conducting research, drafting rules, and presenting to advisory committees.
  • Provide technical assistance to institutions regarding authorization or licensure processes.
  • Manage new school applications by reviewing submissions, responding to inquiries, and making recommendations.
  • Evaluate instructor/teacher approvals based on administrative rules and internal guidelines.
  • Interpret laws and regulations in relation to complex student complaint scenarios.
  • Determine sanctions for noncompliance and propose policies for unusual cases.
  • Assess exemption requests from schools and recommend actions.
  • Issue Cease & Desist orders for violations of applicable statutes.

  • Knowledge of federal standards and statutes related to higher education.

  • Ability to prioritize and manage multiple projects in a fast-paced environment.
  • Attention to detail and focus on regulatory issues.
  • Understanding of administrative rulemaking processes.
  • Legal background or training is preferred.
  • Experience in policy development.

Minimum Qualifications:

Five years of experience in administrative research, including compiling and evaluating facts to inform management decisions or assess compliance with program guidelines. Three of those years must be at a level above technical support.

Note: Some positions may require specific regulatory industry experience.

College coursework may substitute for experience on a basis of 45-quarter units per year, up to a maximum of three years.

Some positions may require a Bachelor's Degree in Business or Public Administration along with two years of relevant experience.
