This position involves skilled supervisory duties related to the upkeep and management of municipal buildings and facilities. The individual in this role will serve as a working supervisor for both City personnel and contracted staff.


The responsibilities include organizing, overseeing, and monitoring the activities of assigned City employees and contractors, which may encompass skilled, semi-skilled, and contract workers engaged in City operations.

Key duties involve managing inventory of supplies and equipment, coordinating and preparing various service contracts and special events, processing work orders, and developing and overseeing preventative maintenance programs. Additionally, budget preparation, purchase orders, record keeping, and addressing operational challenges are essential components of this role.


This individual will also be tasked with reporting to the administrator on event statuses and personnel performance, evaluating employee performance, addressing personnel issues, and ensuring that buildings and facilities are maintained in compliance with environmental, health, and safety regulations.

Depending on the specific assignment, responsibilities may extend to managing other facility operations, such as custodial services, security, transportation, food services, and emergency response operations.

Supervision is provided by a higher-level administrator, and the role requires initiative, independent judgment, and discretion in its execution.


The supervisor will plan, execute, and oversee the work of assigned City personnel, skilled tradespeople, assistants, laborers, and others involved in electrical, carpentry, plumbing, painting, HVAC, boiler, masonry, and related trades.

Basic electrical, carpentry, HVAC, and locksmith tasks that do not require a license may also be performed.

Responsibilities include supervising and participating in the maintenance of all mechanical, plumbing, and electrical systems.

A comprehensive preventive maintenance program will be developed and managed; recommendations for building repairs and enhancements will be made; and costs associated with facility improvement projects and maintenance programs will be monitored.

Reports on equipment and supply usage will be prepared and maintained; materials will be inspected upon delivery.

Maintenance and construction projects under contract will be inspected; consultations with contractors regarding installation and future maintenance will occur; and any issues related to faulty workmanship or materials during construction or warranty periods will be communicated to superiors and contractors.

Service contracts and contractor performance will be monitored.

Budget preparation and expenditure monitoring will be conducted.

Inventory control of supplies and equipment will be maintained.


Regular discussions with administrative superiors regarding equipment installation, modifications to plants/buildings, and related matters will be held; maintenance and facility complaints will be investigated and addressed.

Priorities will be established, and work schedules will be developed to ensure timely completion of all tasks assigned to the division. Compliance with governmental regulations and environmental, health, and security standards will be ensured.

Administrative details will be managed by supervising others.

The operation of VAV and HVAC systems will be overseen.


Depending on the area of assignment, supervision of other operational areas/staff, such as mailroom, security, food service, and transportation programs, may be required.

Departmental plans will be developed, and goals and deadlines will be established.

Emergency calls will be responded to; participation in disaster preparedness and recovery planning and execution may be required. This may necessitate performing these functions outside of regular shift hours, including evenings, weekends, and holidays.

Effective working relationships with city staff will be cultivated.

Other related tasks may be performed as necessary.


A Bachelor's Degree and four (4) years of experience in building construction, maintenance, and repair work, including two (2) years of supervisory experience, are required.

A valid certification as an Air-Conditioning Mechanic or certification by the Environmental Protection Agency (EPA), or a valid journeyman rank or higher in one or more of the Construction or Building Trades is mandatory at the time of application and must remain valid throughout employment in this role.

A valid Driver's License from any state (equivalent to a State of Florida Class E) may be utilized upon application; however, prior to appointment, a State of Florida Driver's License (Class E or higher) must be presented to the Department of Human Resources and must be maintained valid throughout employment in this classification.

An equivalent combination of education and experience beyond a high school diploma or its equivalent and six (6) months of the required experience.

Proof of at least one of the following:
a) Current certification as an Air Conditioning Mechanic; or

b) Current Environmental Protection Agency (EPA) certification; or
