Position Summary

The Exams Team within the Department of Human Resources is dedicated to overseeing examination processes and providing essential support to all city departments. As a key member of this team, the Principal Human Resources Analyst will supervise a group of analysts and ensure the effective management of HR systems.

Key Responsibilities
  • Oversee the administration of human resources systems and examination platforms to enhance the City’s merit system.
  • Provide leadership, performance management, and coaching to the Exams Team.
  • Act as a subject matter expert for the applicant tracking system.
  • Conduct job analyses for various City classifications.
  • Develop and validate reliable examinations for remote administration.
  • Prepare and publish online job advertisements for critical recruitments.
  • Evaluate employment applications and make recommendations based on qualifications.
  • Manage the administration and scoring of examinations.
  • Analyze examination data to establish pass points.
  • Serve as a primary resource for inquiries related to recruitment and examination processes.
  • Interpret and enforce policies and procedures related to personnel administration.
  • Audit recruitment and examination processes to ensure compliance with established policies.
  • Build and maintain relationships with candidates, employees, and department heads.
  • Compile and maintain essential personnel reports and documentation.
Qualifications

Education: A bachelor’s degree from an accredited institution is required.

Experience: A minimum of five years of professional experience in human resources, with a focus on recruitment, classification, employee relations, or training. At least one year must be in a senior or supervisory role.
