Job Overview

As a Buyer I, your primary responsibility will be to ensure the efficient and precise management of purchase orders for materials and services essential for the successful execution of various projects. You will oversee the entire procurement process from initiation to completion.

KEY RESPONSIBILITIES:
  • Engage in pre-procurement discussions with internal stakeholders and verify purchase requisitions for accuracy and compliance with procurement standards.
  • Identify and evaluate a diverse range of suppliers and vendors.
  • Draft and issue solicitation documents (RFQs) to potential bidders.
  • Facilitate responses to inquiries, lead pre-bid meetings, and attend site visits as necessary.
  • Collect bids, conduct bid openings, and ensure proper distribution to evaluators.
  • Coordinate technical evaluations of bids, perform commercial assessments, lead price negotiations, and prepare recommendations for purchase order approvals.
  • Conduct price and cost analysis of submitted bids and proposed changes.
  • Generate purchase orders and manage supplier/vendor acceptance processes.
  • Monitor supplier/vendor performance and address any issues related to pricing agreements and disputes.
  • Maintain purchase order documentation in compliance with applicable regulations and corporate policies.
  • Assist in business development efforts and proposal preparation, including pricing strategies and supplier recommendations.
  • Promote adherence to procurement policies through training and support for project management teams.
  • Provide guidance on purchase order terms and conditions.
EDUCATION & EXPERIENCE:
  • Associate's degree or equivalent experience in purchasing (2 years of purchasing experience may substitute for 1 year of college education).
  • A minimum of four years of administrative or purchasing experience in a government contracting or similar corporate environment.
SKILLS & KNOWLEDGE:
  • Strong communication, customer service, negotiation, and organizational skills. Familiarity with FAR regulations. Proficient in MS Word and Excel.
CERTIFICATIONS:
  • Preferred certifications include NAPM (ISM) or NCMA, though not mandatory.
