Job Overview

As a Buyer I, your primary responsibility will be to ensure the precise and timely management of purchase orders for goods and services necessary for the execution of various governmental and corporate projects. You will oversee the entire procurement process from initiation to completion.

KEY RESPONSIBILITIES:
  • Engage in pre-procurement discussions with internal stakeholders and assess purchase requisitions for accuracy and compliance with procurement standards and risk management strategies.
  • Identify, engage, and evaluate a diverse range of suppliers and vendors.
  • Draft and issue solicitation documents (RFQs) to potential bidders.
  • Facilitate responses to inquiries, lead pre-bid meetings, and participate in site visits prior to bidding.
  • Collect bids, manage bid openings, and ensure proper distribution to evaluators.
  • Coordinate technical evaluations of bids, conduct commercial assessments, lead price negotiations, and formulate recommendations for award decisions.
  • Perform price and cost analysis on bid submissions and proposed amendments.
  • Generate purchase orders and manage supplier/vendor confirmations.
  • Monitor supplier/vendor performance and address any issues regarding pricing agreements and dispute resolutions.
  • Maintain comprehensive purchase order documentation in accordance with relevant regulations and corporate policies.
  • Assist in business development efforts and proposal preparation, including pricing strategies and supplier recommendations.
  • Encourage compliance with corporate procurement policies through participation in training sessions and responding to inquiries from project teams.
  • Provide clarifications on purchase order terms and commercial requirements.
EDUCATION & EXPERIENCE:
  • Associate's degree (2 years of purchasing experience may substitute for 1 year of education).
  • A minimum of four (4) years of administrative or purchasing experience in a large government contracting or corporate environment.
SKILLS & KNOWLEDGE:
  • Strong communication, customer service, presentation, interpersonal, negotiation, prioritization, and organizational skills. Familiarity with FAR regulations. Proficient in MS Word and Excel.
CERTIFICATIONS:
  • Preferred certifications include NAPM (ISM) or NCMA, though not mandatory.
