Job Overview

As a Buyer I, your primary responsibility will be to ensure the precise and timely management of purchase orders for materials and services required by the organization to effectively execute various government and corporate projects. You will hold comprehensive administrative accountability for all procurement functions throughout the purchase order lifecycle.

KEY RESPONSIBILITIES:
  • Engage in pre-procurement discussions with internal stakeholders and assess purchase requisitions for accuracy and alignment with procurement policies and risk management strategies.
  • Identify, engage, and pre-qualify a diverse range of suppliers and vendors.
  • Draft solicitation documents (RFQs) for distribution to potential bidders.
  • Facilitate responses to inquiries, lead pre-bid meetings, and participate in site visits prior to bidding.
  • Collect bids, conduct bid openings, and ensure proper distribution to technical evaluators.
  • Oversee technical evaluations of bids, perform commercial assessments, lead price negotiations, and prepare recommendations for awarding purchase orders.
  • Conduct price and cost analyses of bid submissions and proposed amendments.
  • Generate purchase orders and manage supplier/vendor acceptance processes.
  • Monitor supplier/vendor performance and status, ensuring equitable pricing and resolving disputes effectively.
  • Establish and maintain purchase order documentation in strict compliance with relevant regulations and corporate procurement policies.
  • Assist in business development efforts and proposal preparation, including pricing strategies and supplier recommendations.
  • Encourage adherence to corporate procurement standards by participating in internal training and addressing inquiries from project management and operations teams.
  • Provide clarity on purchase order terms, conditions, and commercial requirements.
EDUCATION & EXPERIENCE:
  • Associate's degree (2 years of purchasing experience may substitute for 1 year of academic education).
  • A minimum of four (4) years of administrative or purchasing experience in a large government contracting, public utility, or similar corporate environment.
KNOWLEDGE & SKILLS:
  • Strong communication, customer service, presentation, interpersonal, negotiation, prioritization, and organizational skills. Familiarity with FAR regulations. Proficient in MS Word and Excel.
CERTIFICATIONS:
  • Preferred certifications include NAPM (ISM) or NCMA, though not mandatory.
