The Site Engineering Specialist reports to the Construction Manager, who may be a Resident Engineer or Project Manager. The Specialist will also coordinate with a project-specific Client Supervisor on a daily basis. This role is crucial for overseeing and documenting construction activities and progress to ensure compliance with project specifications and plans.

Key Responsibilities:

  • Conduct daily, weekly, and monthly reporting in accordance with the agency's documentation protocols, including quantity calculations for payment and field book entries.
  • Verify construction layout in alignment with contract documents.
  • Assist the project-specific Client Supervisor and team members with various engineering tasks as required.
  • Interpret and understand construction contract documents, plans, specifications, and shop drawings.
  • Engage in field inspection and engineering activities across multiple construction sites, balancing office work with site visits.
  • Establish and maintain an organized filing system and procedures for each project.
  • Prepare and submit daily progress reports based on the construction activities observed.
  • Ensure that fieldwork reflects the latest contractor submissions and is accurately documented in as-built drawings.
  • Confirm that project payment item quantities are calculated accurately.
  • Participate in field construction meetings with contractor and client representatives as needed.
  • Document and calculate time and material changes for work performed.
  • Verify that required quality control tests are conducted, inspection records are submitted promptly, and corrective actions are taken by the contractor when necessary.
  • Perform additional field engineering tasks as assigned by the Project Manager or Resident Engineer.

Required Knowledge, Skills, and Abilities:

  • Familiarity with construction codes, standards, and materials.
  • Proficient in MS Office applications, particularly Excel and Word; experience with database programs is a plus.
  • Knowledge of software tools such as eBuilder, PlanGrid, and LoadSpring.
  • Ability to work independently and take initiative to meet deadlines.
  • Strong organizational skills with a focus on safety and quality.

Minimum Qualifications:

  • A degree in a relevant construction-related, technical, or engineering field, or a demonstrated equivalent combination of education and experience.
  • A minimum of five years of field construction inspection and engineering experience on significant utility projects.
  • Availability to work various shifts, including days, nights, or weekends.
  • Effective communication skills with project team members and stakeholders.
  • A valid driver's license.

Preferred Qualifications:

  • Experience with sewer and water line installation or renovation projects.
  • A Bachelor's degree in an engineering-related field with aspirations for advancement in construction management.
