Position Overview

QinetiQ US is in search of a Proposal Manager to enhance our expanding proposal and growth organization. The Proposal Manager will demonstrate a successful history of leading proposals that address challenging missions within the government sector. This role encompasses a comprehensive range of proposal activities, from pre-RFP preparation to the submission of winning proposals. Collaborating closely with various internal stakeholders, this position will oversee proposal management and writing.

Key Responsibilities

  • Facilitate the proposal process to adhere to milestones in accordance with corporate protocols.
  • Ensure proposal deadlines are met by establishing priorities and target dates for information gathering, writing reviews, and approvals; tracking data; and coordinating requirements with contributors.
  • Develop schedules, lead initiatives, guide writing efforts, and create compliant and persuasive proposals.
  • Write and edit content to support the overall proposal strategy.
  • Collaborate with Capture Managers, Delivery Subject Matter Experts (SMEs), and Solution Architects to formulate proposal strategies and craft compelling narratives that highlight the strengths and differentiators of QinetiQ's offerings.
  • Collect proposal information by identifying sources, coordinating submissions, and gathering necessary data.
  • Ensure that proposal submissions comply with relevant RFP/RFQ instructions, effectively convey the narrative of our solutions and differentiators, and align with company proposal best practices.
  • Review solicitation requirements and recommend response strategies.
  • Identify and collaborate with potential teaming partners.
  • Assist in managing our SharePoint-based proposal management system.
  • Effectively track and manage multiple proposals concurrently.

Required Qualifications

  • A minimum of 3 years of experience managing all phases and components of federal government proposals.
  • Experience in crafting professional services and technology-focused proposals.
  • A strong desire to excel in a fast-paced and rapidly changing business environment, with the ability and willingness to work extended hours to meet evolving needs and delivery timelines.
  • Familiarity with federal procurement processes, standard solicitation instructions, and proposal development methodologies.
  • Proficiency in SharePoint.
  • Exceptional writing and editing skills.
  • Strong Microsoft Word capabilities, including templates, styles, and macros.

Preferred Qualifications

  • A Bachelor's Degree is preferred; however, relevant work experience may be accepted in lieu of a degree.
  • Advanced, adaptable writing skills with a focus on clarity, completeness, and compliance.
  • The ability to manage multiple proposals simultaneously.
  • Excellent verbal and written communication skills, with the capacity to provide and receive constructive feedback in an open, results-oriented environment.
  • Aptitude for independently resolving issues and promptly escalating larger concerns.
