Position Overview

QinetiQ US is seeking a Proposal Manager to enhance our expanding proposal and growth team. The Proposal Manager will demonstrate a successful history of leading proposals that address the challenging missions within the government sector. This position will oversee a comprehensive range of proposal activities from pre-RFP preparation to the submission of successful proposals. Collaborating closely with internal stakeholders, this role will manage proposal activities and writing.

Key Responsibilities

  • Lead the proposal process to achieve milestones in accordance with corporate procedures.
  • Meet proposal deadlines by establishing priorities and target dates for information collection, writing reviews, and approvals; entering and monitoring tracking data; coordinating requirements with contributors.
  • Set timelines, guide efforts, and create compliant and persuasive proposals.
  • Write and edit content to support the overall proposal initiative.
  • Collaborate with Capture Managers, Delivery Subject Matter Experts (SMEs), and Solution Architects to develop proposal strategies and compelling narratives that highlight the strengths and differentiators of the QinetiQ offering.
  • Gather proposal information by identifying sources, coordinating submissions, and collecting data.
  • Ensure proposal submissions comply with relevant RFP/RFQ instructions, compellingly present our solution narrative, and adhere to company proposal best practices.
  • Review solicitation requirements and recommend response strategies.
  • Identify and collaborate with potential teaming partners.
  • Assist in managing our SharePoint-based proposal management system.
  • Track and manage multiple proposals concurrently.

Required Qualifications

  • 3+ years of experience managing all phases and components of federal government proposals.
  • Experience in writing proposals for professional services and technology-focused projects.
  • A strong desire to excel in a fast-paced and rapidly changing business environment, with the ability and willingness to work extended hours to meet evolving needs and delivery timelines.
  • Knowledge of federal procurement processes, standard solicitation instructions, and proposal development methodologies.
  • Proficiency in SharePoint.
  • Exceptional writing and editing skills.
  • Strong Microsoft Word capabilities, including templates, styles, and macros.

Preferred Qualifications

  • Bachelor's Degree preferred; relevant work experience may be accepted in lieu of a degree.
  • Advanced writing skills with a focus on clarity, completeness, and compliance.
  • Ability to manage multiple proposals simultaneously.
  • Excellent verbal and written communication skills, with the capacity to provide and receive constructive feedback in a results-oriented environment.
  • Ability to independently resolve issues and escalate larger concerns as necessary.
