Position Overview

The IT Department is seeking candidates for the role of either a Junior Information Systems Analyst or an Entry-Level IS Analyst.

Junior Information Systems Analyst
In this role, you will engage in automation tasks, providing system analysis and project coordination. Responsibilities include managing database, application, and program integration, facilitating the acquisition of equipment and software, and administering contracted IT services. You will assist various departments in evaluating and implementing automation solutions and coordinate projects that impact the department as a whole. This position may encompass additional related duties.

Entry-Level IS Analyst
As an Entry-Level IS Analyst, you will provide technical guidance and project management while performing advanced automation tasks related to system analysis and web services. Key responsibilities include overseeing database, application, and program integration, as well as analysis and design. You will manage the acquisition of equipment and software, oversee contracted IT services, and assist departments in evaluating and implementing automation solutions. This role also involves serving as a technical expert in researching, planning, coordinating, designing, developing, implementing, and maintaining new features and software related to City web services and intranet and internet sites.

Essential Duties

Junior Information Systems Analyst
- Analyze and support departmental processes, applications, and user requirements to identify needs and enhance existing systems.
- Develop short-term technology strategies and collaborate with users and IT staff to prioritize system enhancements.
- Research system capabilities, make recommendations, and implement solutions within departments.
- Coordinate the deployment of new systems and assist in hardware planning and replacement.
- Define project requirements, monitor progress, and document changes.
- Conduct user training and maintain a knowledge base for self-service problem resolution.

Entry-Level IS Analyst
- Analyze processes and user requirements to enhance existing systems and develop technology plans.
- Provide expert technical leadership for departmental and citywide information systems.
- Establish project requirements, monitor progress, and ensure effective operation and data integrity.
- Coordinate user training and maintain a knowledge base for system functionality.
- Access sensitive information while maintaining security and confidentiality.

Qualifications and Skills

Education and Experience
Junior Information Systems Analyst
- High School diploma or equivalent with six years of experience in Systems Analysis or Information Technology.
- A post-secondary degree in Computer Science or a related field may substitute for up to four years of experience.

Entry-Level IS Analyst
- High School diploma or equivalent with nine years of experience in Systems Analysis or Information Technology, including a minimum of five years in a related role.
- A post-secondary degree in Computer Science or a related field may substitute for up to four years of experience.

Knowledge, Skills, and Abilities

Junior Information Systems Analyst
- Familiarity with Microsoft server and client operating systems, enterprise software, and data security principles.
- Excellent analytical, project management, and organizational skills.
- Effective communication skills, both oral and written, with the ability to convey technical information to non-technical audiences.

Entry-Level IS Analyst
- Knowledge of Microsoft server and client operating systems, enterprise software, and project management fundamentals.
- Strong analytical and organizational skills with the ability to manage multiple assignments.
- Ability to maintain confidentiality and exercise discretion in handling sensitive information.

Special Requirements
- Ability to obtain and maintain Criminal Justice Information Systems (CJIS) security clearance.
- Valid Oregon Driver's License required.
