Position Overview
The IT Department is seeking candidates for the role of either a Junior Information Systems Analyst or an Entry-Level IS Analyst.

Junior Information Systems Analyst Responsible for executing automation tasks that involve system evaluation and project management. Duties include overseeing database, application, and program integration, facilitating the acquisition of necessary equipment and software, managing contracted IT services, and supporting various departments in the assessment and execution of automation solutions. This role also entails coordinating automation initiatives that impact the entire department. Additional responsibilities may be assigned as needed.

Entry-Level IS Analyst Tasked with providing technical guidance, managing projects, and performing advanced automation tasks that involve system analysis and web services. The individual will oversee database, application, and program integration, as well as analysis and design, equipment and software procurement, and the management of contracted IT services. This position will also act as a technical authority to research, plan, coordinate, design, develop, implement, and maintain new features and software related to municipal web services and online platforms. Other related duties may be included.

Full-time position, requiring 40 hours per week.
AFSCME-represented role.
12-month probationary period.

Compensation:
Junior Information Systems Analyst: $42.95 per hour
Entry-Level IS Analyst: $46.32 per hour

Key Responsibilities
Junior Information Systems Analyst
- Analyze and support departmental processes, applications, and user needs to identify requirements, automate, or enhance existing systems and infrastructure.
- Develop short-term technology strategies.
- Collaborate with users, supervisors, managers, and IT staff to define and prioritize necessary system improvements.
- Research and evaluate system capabilities and limitations, make recommendations, and implement solutions.
- Coordinate the rollout of new systems and participate in hardware planning and replacement.
- Assist in preparing proposals for new systems or operational changes, including cost/benefit analyses.
- Define project requirements by identifying milestones, timelines, and elements; assist in forming project teams and budgets.
- Monitor project progress by tracking activities, resolving issues, publishing reports, and documenting changes.
- Ensure effective operation, security, and data integrity of departmental systems through maintenance and updates.
- Identify and resolve operational problems and assist with integration issues between different systems.
- Conduct user training and maintain a knowledge base for self-service problem resolution.
- Develop and customize periodic reports.
- Serve as a liaison for departmental needs on teams and with consultants.
- Maintain confidentiality and comply with policies regarding sensitive information.
- Deliver exceptional customer service and maintain effective working relationships.

Entry-Level IS Analyst
- Analyze processes, applications, and user requirements to define needs and enhance existing systems.
- Develop both short-term and long-term technology plans.
- Collaborate with various stakeholders to define and prioritize system enhancements.
- Research system capabilities, make recommendations, and implement solutions.
- Provide expert technical leadership and project management for information systems analysis.

Qualifications and Skills
Education and Experience for Junior Information Systems Analyst
- High School diploma or equivalent with six years of relevant experience in Systems Analysis or Information Technology. A post-secondary degree in Computer Science or a related field may substitute for up to four years of experience.

Education and Experience for Entry-Level IS Analyst
- High School diploma or equivalent with nine years of relevant experience in Systems Analysis or Information Technology, including a minimum of five years in a related role. A post-secondary degree in Computer Science or a related field may substitute for up to four years of experience.

Knowledge, Skills, and Abilities
- Proficiency in Microsoft server and client operating systems, enterprise software, SQL databases, web services, and email systems.
- Familiarity with scripting languages such as Shell, Power Shell, HTML, CSS, XML, C#, .NET, JavaScript, and SQL.
- Strong analytical, project management, and organizational skills with the ability to manage multiple assignments and meet deadlines.
- Effective communication skills, both oral and written, with the ability to convey technical information to non-technical audiences.
- Ability to work independently and collaboratively in both technical and non-technical settings.
- Commitment to maintaining confidentiality and exercising discretion in handling sensitive information.

Special Requirements
- Ability to obtain and maintain Criminal Justice Information Systems (CJIS) security clearance.
- Valid Oregon Driver's License is required.
