Position Summary
As a Financial Planning Analyst, you will deliver expert analysis, support, and guidance to various departments in the formulation and management of the operating and capital budgets for the City of Corvallis. Your role will involve directing, coordinating, or assisting with organization-wide projects or initiatives while providing insights into both short-term and long-term financial implications. You will also be responsible for documenting and supporting policies, procedures, and programs related to the City Budget functions.
This position entails the primary responsibility of planning and preparing quarterly reports for the City Council and Budget Commission, detailing the budgetary status of the City. You will act as a key liaison with departments to disseminate information regarding financial matters and offer guidance on adhering to financial policies and procedural requirements. Additionally, you will engage in investment functions, and your responsibilities may encompass other related duties.
Essential Functions
Your key responsibilities will include:
- Overseeing and directing the annual budget process for the organization, which includes developing, reviewing, revising, and implementing the annual budget process along with the annual budget manual and calendar.
- Implementing long-term financial planning procedures for all City funds and providing training to departments on future-year projections and analyzing long-term financial impacts.
- Organizing, coordinating, analyzing, and preparing the City's operating and capital budgets for review, including developing revenue forecasts and maintaining long-term financial plans.
- Researching and compiling data on local, state, regional, and national economic trends for incorporation into forecasting models.
- Creating and providing budget training materials and tools, as well as training staff on budget-related software.
- Advising and assisting departments in budget preparation and administration, responding to requests for information, and making recommendations to senior management based on policy and legislation.
- Developing and maintaining a cost allocation plan to distribute City administrative costs among City funds.
- Preparing and coordinating the production of the Proposed and Adopted budget documents to ensure compliance with legal requirements.
- Monitoring and evaluating the City's budget performance throughout the fiscal year, including analyzing financial information to create technical reports for internal tracking.
- Training departmental personnel in effective budget management methods.
- Communicating with other local governments and agencies to gather and analyze comparator data, providing recommendations for improvements in efficiency and effectiveness of City services.
- Performing research and analyzing the fiscal impact of proposals from both labor and management.
- Coordinating the City's investment purchases and making recommendations to the Finance Director.
- Preparing professional presentations and materials for various audiences.
Qualifications and Skills
Education and Experience
High school diploma or equivalent required. A Bachelor's degree in Business Administration, Public Administration, or a closely related field is preferred, along with two years of experience in an analytical and financial environment. Experience in local government or a similar agency is advantageous.
Knowledge, Skills and Abilities
Proficiency in local, state, and federal legislative processes, budgeting and forecasting techniques, and financial practices related to governmental budgeting is essential. Strong skills in computerized financial systems, spreadsheets, and database management are required, along with the ability to communicate effectively with diverse audiences.
