Job Overview:

The Long-Term Services and Supports (LTSS) division within the Texas Department of Aging & Disability Services is looking for dedicated professionals committed to enhancing essential services for individuals in need.

This division plays a pivotal role in formulating and executing program policy standards while ensuring the effective management of various long-term care initiatives that are vital for the safety and autonomy of numerous individuals with intellectual and developmental disabilities (IDD) and related conditions.


Candidates will be evaluated for one of two Program Specialist V roles focused on policies pertaining to the following initiatives:

  • Community Living Assistance and Support Services (CLASS) Medicaid Waiver;
  • Deaf Blind with Multiple Disabilities Medicaid Waiver;
  • Home and Community-Based Services (HCS) and Texas Home Living (TxHmL) Medicaid Waiver programs;
  • Medically Dependent Children's Program (MDCP);
  • Community Care Services including Day Activity and Health Services (DAHS), Emergency Response Services (ERS), Special Services for Individuals with Disabilities, Home Delivered Meals; or
  • Transition Assistance Services (TAS).
Key Responsibilities:
(15%) Formulates and updates Medicaid waivers, state regulations, policies, manuals, forms, amendments, and plans for LTSS programs.

(15%) Conducts thorough research, analysis, and assessment of intricate program and policy matters related to Medicaid LTSS initiatives.

(15%) Develops or executes projects or special initiatives associated with the Medicaid LTSS program.

(15%) Engages with and communicates to internal and external stakeholders, both verbally and in writing, as a subject matter expert on Medicaid LTSS initiatives.

(15%) Acts as a subject matter expert in Medicaid LTSS programs.

(15%) Collaborates with and communicates to internal and external stakeholders as a subject matter expert on designated Medicaid LTSS programs.

(10%) Produces high-quality written project updates, summaries, reports, executive presentations, bill analyses, and other documentation.

1. Proven ability to adapt and implement innovative and effective solutions to complex challenges.

2. Demonstrated experience exercising sound judgment with limited information and working autonomously with minimal guidance.

3. Proficient in synthesizing complex and technical information and translating it into clear and concise documents and/or presentations.

4. Excellent written communication abilities.

5. Capability to collaborate effectively within a team environment.

6. Strong negotiation skills to balance competing interests of various parties, resolve conflicts, and maintain productive working relationships.

7. Exceptional verbal communication skills.
