Position Summary:

The Mayors Office of Management and Budget (OMB) serves as the principal financial entity for the City government. The OMB team of analysts and specialists is responsible for assembling and supervising the mayor's financial plans, which support the operations of approximately 90 City agencies and entities.

The Management and Operations Unit at OMB focuses on evaluating and enhancing the operational efficiency of both OMB and city agencies. Our mission is to proactively assess all aspects of citywide management, including agency performance, financial oversight, information technology, and procurement practices.

Role Description:

The Procurement Lead Specialist is crucial in orchestrating and overseeing procurement functions to ensure the effective operation of various city departments, including the Mayors Office of Contract Services. Key responsibilities include leading procurement initiatives, utilizing expertise and negotiation skills, conducting market research, and securing advantageous contracts while managing all enterprise agreements.

Key Responsibilities:

  1. Overseeing Procurement Activities: Directing the procurement process, which encompasses identifying sourcing requirements, selecting vendors, negotiating agreements, and ensuring timely delivery of products or services.
  2. Supplier Relationship Management: Cultivating and sustaining partnerships with vendors, assessing their performance, executing supplier audits, and addressing any issues or disputes that may arise.
  3. Strategic Sourcing Development: Formulating and executing sourcing strategies aimed at optimizing costs, enhancing quality, and mitigating risks. This may involve identifying alternative suppliers, analyzing market trends, and conducting supplier assessments.
  4. Contract Negotiation: Engaging in negotiations and finalizing agreements with suppliers, ensuring favorable terms, pricing, and delivery timelines. This includes reviewing legal considerations and collaborating with legal teams as necessary.
  5. Budget Monitoring and Cost Management: Tracking procurement budgets, monitoring expenditures, and identifying opportunities for cost savings through analysis and benchmarking.
  6. Inventory Coordination: Working with inventory teams to maintain optimal stock levels, reduce excess or obsolete inventory, and ensure efficient supply chain operations.
  7. Compliance and Risk Oversight: Ensuring procurement activities adhere to applicable laws, regulations, and organizational policies while managing risks associated with supply chain disruptions and supplier reliability.
  8. Process Enhancement: Continuously assessing and refining procurement processes, systems, and workflows to improve efficiency, reduce lead times, and streamline operations.
  9. Data Analysis and Reporting: Analyzing procurement data, generating reports, and presenting key metrics and insights to management, including tracking supplier performance and cost savings.

Qualifications:

Demonstrated experience in procurement or purchasing, ideally in a leadership capacity within a public sector or governmental setting.

In-depth knowledge of procurement principles, practices, and regulations.

Experience in negotiating and managing complex agreements.

Strong analytical, problem-solving, and decision-making skills.

Excellent communication and interpersonal abilities to collaborate effectively with internal and external stakeholders.

Proficiency in procurement software and tools, along with the Microsoft Office Suite.

Applicants should possess expertise in at least one of the following areas:

  1. Procurement and Contract Management: Extensive knowledge and experience in procurement processes, contract negotiation, and administration.
  2. Financial Analysis and Budgeting: Skills in financial analysis, cost management, and budgeting.
  3. Market Research and Supplier Evaluation: Proficiency in conducting market research to identify potential suppliers and assess their capabilities.
  4. Legal and Compliance Acumen: Understanding of laws, regulations, and compliance requirements related to procurement.
  5. Supply Chain Management: Familiarity with supply chain management principles, including inventory and logistics management.
  6. Technology and Software Proficiency: Experience with procurement software tools and enterprise resource planning (ERP) systems.
