Educational Qualifications:
A Bachelor's degree in Business Administration, Accounting, Economics, or Finance is preferred. An Associate degree accompanied by a minimum of 5 years of relevant experience is acceptable; alternatively, any equivalent combination of pertinent experience and/or education that has developed comparable knowledge, skills, and abilities will be considered. Experience in the public sector is advantageous.

Professional Experience:
A minimum of 3-5 years in the procurement sector is required, with supervisory experience being beneficial.

Essential Knowledge:
Familiarity with public sector procurement practices, policies, procedures, and internal controls is necessary. Strong written and verbal communication skills are critical.

Core Responsibilities:
Ensure adherence to Public Authorities Law, NYS Finance Law, NYS Tax Laws, and ESD Procurement Guidelines.

Key Duties Include:

  • Evaluate and authorize competitive solicitation advertisements, RFPs, RFQs, NYS Contract Reporter Ads, Contract Reporter Exemptions, and Notices to Proceed to guarantee compliance with applicable laws and guidelines.
  • Maintain procurement documentation for solicitations of goods/services exceeding $50,000.
  • Supervise and record the bid opening process.
  • Assess and approve Board of Directors Materials for alignment with ESD Procurement Guidelines.
  • Review and endorse Commitment Request Packages for compliance with ESD Procurement Guidelines for goods and services above $50,000.
  • Compile quarterly and annual procurement reports.
  • Assist in the development, implementation, and monitoring of internal controls.
  • Collaborate with the Legal Department to update ESD Procurement Guidelines.
  • Ensure compliance with processing and reporting mandates.
  • Conduct regular procurement training workshops.
  • Manage any projects assigned by the Department Head.
