Summary:

The Mayors Office of Management and Budget (OMB) serves as the primary financial agency for the City government. The OMB team, composed of skilled analysts and professionals, is responsible for formulating and overseeing the mayor's budgetary allocations, which support the diverse functions of nearly 90 City agencies and entities.

The Management and Operations Unit within OMB focuses on enhancing operational efficiency across OMB and city agencies, aiming for improved service delivery and outcomes. Our team conducts comprehensive assessments of Citywide management practices, encompassing agency performance, financial oversight, information technology, and procurement strategies.

Role Responsibilities:

1. Procurement Oversight: Directing and supervising the procurement lifecycle, which includes recognizing sourcing requirements, selecting vendors, negotiating agreements, and ensuring the prompt provision of goods and services.

2. Supplier Relationship Management: Cultivating and sustaining partnerships with vendors, assessing their performance, conducting audits, and addressing any challenges or disputes that may arise.

3. Strategic Sourcing Development: Crafting and executing sourcing strategies aimed at cost optimization, quality enhancement, and risk mitigation. This may entail identifying alternative suppliers, analyzing market dynamics, and performing supplier assessments.

4. Contract Negotiation: Leading negotiations and finalizing agreements with suppliers, ensuring advantageous terms, pricing, and delivery timelines. This includes reviewing legal considerations and collaborating with legal departments as necessary.

5. Budget Management: Overseeing procurement budgets, monitoring expenditures, and pinpointing opportunities for cost savings. This involves conducting financial analyses, benchmarking, and implementing budgetary controls.

6. Inventory Coordination: Working alongside inventory teams to maintain optimal stock levels, reduce excess or outdated inventory, and ensure effective supply chain operations.

7. Compliance and Risk Oversight: Guaranteeing that procurement activities adhere to applicable laws, regulations, and organizational policies. Managing risks associated with supply chain disruptions, vendor reliability, and quality assurance.

8. Process Enhancement: Continuously reviewing and refining procurement processes, systems, and workflows to boost efficiency, decrease lead times, and streamline operations.

9. Data Analysis and Reporting: Evaluating procurement data, generating reports, and presenting key metrics and insights to management. This includes monitoring supplier performance, cost savings, and other critical KPIs.

Qualifications:

Demonstrated experience in procurement or purchasing, ideally in a leadership capacity within a public sector or governmental context.

In-depth understanding of procurement principles, practices, and regulations.

Proven track record in negotiating and managing complex contracts.

Exceptional analytical, problem-solving, and decision-making skills.

Strong communication and interpersonal abilities to effectively collaborate with both internal and external stakeholders.

Proficiency in procurement software and tools, along with the Microsoft Office Suite.

Preferred Expertise:

1. Procurement and Contract Management: Extensive knowledge and experience in procurement processes, contract negotiation, and management.

2. Financial Analysis and Budgeting: Expertise in financial analysis, cost management, and budgeting.

3. Market Research and Supplier Evaluation: Proficiency in conducting market research to identify and assess potential suppliers.

4. Legal and Compliance Acumen: Familiarity with laws, regulations, and compliance requirements relevant to procurement.

5. Supply Chain Management: Understanding of supply chain principles, including inventory management and logistics.

6. Technology and Software Proficiency: Experience with procurement software tools and enterprise resource planning (ERP) systems.

Requirements:

Unit Head: Bachelor's degree and a minimum of four years of experience in budgetary planning/management, financial analysis, or a related field; or a Master's degree in a relevant area with two years of experience.

Deputy Assistant Director: Bachelor's degree and a minimum of five years of full-time experience in financial planning and analysis, or a related field; or a Master's degree with three years of relevant experience. All candidates must also have at least two years of supervisory experience.
