PRIMARY RESPONSIBILITIES:

The individual will ensure adherence to Public Authorities Law, NYS Finance Law, NYS Tax Laws, and ESD Procurement Guidelines.

KEY DUTIES INCLUDE:

  • Evaluate and authorize competitive solicitation announcements, RFPs, RFQs, NYS Contract Reporter advertisements, Contract Reporter Exemptions, and Notices to Proceed, ensuring compliance with relevant laws and guidelines.
  • Maintain comprehensive procurement records for acquisitions exceeding $50,000.
  • Oversee and document the bid opening procedure.
  • Review and endorse materials for the Board of Directors to confirm compliance with ESD Procurement Guidelines.
  • Examine and approve Commitment Request Packages to ensure alignment with ESD Procurement Guidelines for goods and services over $50,000.
  • Compile quarterly and annual procurement reports.
  • Support the creation, execution, and oversight of internal controls.
  • Collaborate with the Legal Department to revise ESD Procurement Guidelines to incorporate newly mandated compliance requirements.
  • Ensure compliance with OSC & NYS Contract Reporter processing and reporting standards.
  • Conduct regular procurement training workshops.
  • Undertake projects as assigned by the Department Head.

QUALIFICATIONS:

Educational Background: A bachelor's degree in Business Administration, Accounting, Economics, or Finance is preferred. An associate degree with a minimum of 5 years of relevant experience will also be considered; or an equivalent combination of experience and education that demonstrates comparable knowledge, skills, and abilities. Experience in the public sector is advantageous.

Experience Required: 3-5+ years in the procurement sector, with supervisory experience being beneficial.

Required Knowledge: Familiarity with public sector procurement practices, policies, procedures, and internal controls is essential. Strong written and verbal communication skills are a must.
