Job Summary

Delaware Solid Waste Authority is seeking a highly skilled and experienced Civil Engineer to join our team as a Project Manager. The successful candidate will be responsible for the implementation of multiple engineering projects, including managing, planning, organizing, budgeting, and implementing projects.

Key Responsibilities
  • Project Management: Manage, plan, organize, budget, and implement engineering projects.
  • Technical Reporting: Prepare technical reports and data analysis using computer techniques.
  • Inspections: Conduct inspections of projects for contract compliance.
  • Reporting: Prepare monthly reports and associated data.
  • Permitting: Prepare permit applications, correspondence, and required reporting to state and federal authorities.
  • Research: Direct specific studies and research projects.
  • Coordination: Coordinate efforts with those of other local, state, and federal organizations.
  • Specifications: Prepare technical and engineering specifications for engineering projects.
  • Oversight: Provide oversight and quality assurance of engineering projects.
  • Long-Range Planning: Assist in long-range planning and recommend policies and goals. Assist in contract negotiations.
  • Representation: Represent the DSWA at technical conferences and act as a liaison with other sections of the Authority, organizations, municipalities, industry, state, interstate, and federal agencies.
Additional Responsibilities
  • Drone Program Management: Manage the Drone Program and the Propeller Software.
  • GIS Program Management: Manage the GIS Program and the ESRI Software.
  • AUTOCAD Software: Use AUTOCAD software.
  • Supervisory Duties: May have supervisory duties.
  • Other Duties: Perform other duties as assigned.
Requirements
  • Education: Graduation from an accredited college or university with a bachelor's degree in civil, environmental, chemical, mechanical engineering, or a related field.
  • Project Management Skills: Strong project management skill set preferred.
  • Certification: Must possess a valid driver's license. A PE is preferred.
  • Knowledge: Knowledge of the principles and practices of engineering. Knowledge of the methods, techniques, and procedures of research, investigation, and analysis. Knowledge of mathematical and statistical concepts. Knowledge of applicable state, federal, and departmental laws, rules, regulations, policies, and procedures.
  • Skills: Skills in applying principles and practices of engineering. Skill in conducting field studies, tests, surveys, and investigations. Skill in applying mathematical and statistical concepts. Ability to apply federal and state laws, rules, and regulations. Ability to prepare statistical and technical reports. Ability to compile data and information. Ability to communicate effectively orally and in writing. Ability to perform economic analyses. Ability to manage employees effectively.
