Overview:

The Lead Grants Management Officer acts as the Deputy Chief Grants Management Officer for the NIMH, tasked with the oversight and administration of the Grants Management Branch (GMB). This role involves managing the operational and technical functions of the branch, which is supported by four Grants Management Team Leaders and a dedicated team of 30 Grants Management Specialists.


Key Responsibilities:
In the capacity of Lead Grants Management Officer, your responsibilities will encompass:
  • Directing the planning, evaluation, negotiation, awarding, monitoring, and administration of grants and cooperative agreements.
  • Leading a team of Grants Management Specialists, offering both technical and administrative guidance, alongside mentoring and training opportunities.
  • Acting as a subject-matter expert during federal audits and reviews related to individual grants or grant programs.
  • Assessing and overseeing the business management capabilities and performance of applicant organizations and grantees, as well as the internal procedures related to grant management.
  • Representing the Institute in various engagements within the grants community.

Qualifications:
To qualify for this position at the GS-14 level, candidates must demonstrate at least one (1) year of relevant experience equivalent to the GS-13 level in the Federal service, which includes:
  • Managing grants management functions for an organization, covering both pre-award and post-award processes.
  • Developing, interpreting, and providing guidance on grants regulations, policies, and procedures.
  • Coordinating grants and awards planning and policy functions with other departments and organizations.
  • Providing leadership and direction to other staff members.

All relevant experience will be credited, including volunteer work in religious, civic, welfare, service, and organizational activities, regardless of compensation.


Additional Information:
This role is classified as a "non-emergency/teleworker" position, and the selected candidate will be expected to fulfill telework requirements or request leave during closures.

At the discretion of the supervisor, this position may offer flexible work schedules, including:
  • Regular or ad hoc telework (working from home while reporting to the office at least once a week/two days per pay period).
  • Compressed work schedules.
  • Flexible work hours.

A one-year supervisory trial/probationary period may be necessary upon selection. If chosen, you will be required to complete a Confidential Financial Disclosure Report to assess any potential conflicts of interest related to your new role.
