Position Overview:

Serco is proud to continue its support for the F-35 Joint Strike Fighter Program Office (JPO). This contract encompasses comprehensive program management assistance throughout the entire acquisition lifecycle of the F-35 initiative, which includes development, production, and sustainment phases. The primary goal of the program is to design and deploy the F-35 Air System, a versatile family of highly compatible and cost-effective 5th Generation strike fighter aircraft that fulfills the operational requirements of the USAF, USN, USMC, and allied international partners.

Role Summary:
Our Acquisition Management Analyst (PTMU Acquisition Planner), based in Crystal City, Arlington, VA, delivers acquisition management systems analysis support to the Propulsion Program Management Office (PMO) in the procurement, maintenance, and enhancement of the F-135 engine family produced by Pratt & Whitney (PW). As a recognized expert in acquisition management principles, this role involves applying specialized knowledge and expertise in acquisition program management across various programs throughout their life cycles.

This Analyst will provide valuable insights and innovative solutions in organizing, executing, and coordinating assignments. Responsibilities include applying established principles, theories, and concepts to explore the subject area, define the scope, and select pertinent problems for investigation. The Analyst may also support the System Program Director at executive levels within government and contractor organizations during major program reviews, inspections, conferences, and significant milestone events. Regular interaction with the program office, supporting government offices, other contractors, and mid to upper-level staff is essential.

Key Responsibilities:
In this capacity, you will:

  • Assist the Propulsion PMO in overseeing cost, schedule, and performance metrics for the F-135 engine across its development, production, sustainment, and modernization phases.
  • Support the F-135 Engine and Power and Thermal Management System (PTMS) Modernization initiatives, which include the F-135 Engine Core Upgrade (ECU) and Power and Thermal Management Upgrade (PTMU).
  • Fulfill the duties of Acquisition Management Analyst (PTMU Acquisition Planner) within the F-35 Propulsion PMO.
  • Act as the propulsion system integrator for the F-35 Air System.
  • Manage propulsion systems risks effectively.
  • Support the Propulsion PMO in sustaining engines for U.S. Services, Partners, and Foreign Military Sales (FMS) customers.
  • Oversee production operations across three assembly plants.
  • Manage the F-135 Component Improvement Program (CIP).
  • Assist the Propulsion PMO in delivering key products, including:
    • Component Improvement Program addressing Propulsion Safety, Reliability, and Readiness issues; Propulsion Sustainment, Production, and CIP Contracts.
    • F-35 Propulsion Systems Power Module, Fan Module, Lift System, and major Line-Replaceable Units (LRU).
    • Propulsion Support Equipment.

Qualifications:
To excel in this role, candidates should possess:

  • An active Secret clearance.
  • A Bachelor's degree in a related field or discipline, or an Associate degree plus an additional four years of acquisition program management, analysis, and planning experience (totaling 10 years).
  • The ability to provide on-site support at the F-35 Joint Program Office (JPO) in Crystal City, VA, for a minimum of two days per week, with specific days coordinated with the F-35 customer and approved by the Serco manager.
  • A minimum of six years of experience in program management, technical, or business analysis disciplines related to weapon systems acquisition and life cycle management, including at least four years focused on analysis and planning, with two years supporting a Major Defense Acquisition Program (MDAP).
  • Knowledge and familiarity with the DoD 5000 acquisition series, Federal and DoD acquisition regulations, and the PPBE process.
  • Experience in program/project status and earned value management.
  • Familiarity with DoD reporting tools and major reports.
  • The ability to travel up to 10% as required.
