Position Overview:

Serco is proud to provide ongoing support to the F-35 Joint Strike Fighter Program Office (JPO). This role is integral to delivering program management assistance throughout the complete acquisition lifecycle of the F-35 initiative, encompassing development, production, and sustainment phases. The primary goal is to develop and deploy the F-35 Air System, a versatile family of advanced and cost-effective 5th Generation strike fighter aircraft that fulfills the operational requirements of the USAF, USN, USMC, and allied international partners.

Role Responsibilities:

As an Acquisition Management Analyst (PTMU Acquisition Planner) based in Crystal City, Arlington, VA, you will provide critical acquisition management systems analysis support to the Propulsion Program Management Office (PMO) in the procurement, maintenance, and enhancement of the F-135 engine family produced by Pratt & Whitney (PW). Your expertise in acquisition management principles will guide our team in effectively applying knowledge and skills in acquisition program management across various programs throughout their lifecycles.

Your responsibilities will include:

  • Assisting the Propulsion PMO in overseeing cost, schedule, and performance metrics for the F-135 engine throughout its development, production, sustainment, and modernization phases.
  • Supporting the F-135 Engine and Power and Thermal Management System (PTMS) Modernization efforts, which include the F-135 Engine Core Upgrade (ECU) and Power and Thermal Management Upgrade (PTMU).
  • Executing the duties of Acquisition Management Analyst (PTMU Acquisition Planner) within the F-35 Propulsion PMO.
  • Facilitating the Propulsion PMO's role as the propulsion system integrator for the F-35 Air System.
  • Managing propulsion systems risks and ensuring the sustainability of engines for U.S. Services, Partners, and Foreign Military Sales (FMS) customers.
  • Overseeing production across three assembly facilities.
  • Coordinating the F-135 Component Improvement Program (CIP).
  • Delivering key products, including:
    • Addressing Propulsion Safety, Reliability, and Readiness issues through the Component Improvement Program.
    • Managing contracts related to Propulsion Sustainment, Production, and CIP.
    • Providing support for F-35 Propulsion Systems Power Module, Fan Module, Lift System, and major Line-Replaceable Units (LRU).
    • Overseeing Propulsion Support Equipment.

Qualifications:

To excel in this position, candidates should possess:

  • An active Secret clearance.
  • A Bachelor's degree in a relevant field or an Associate degree with an additional four years of experience in acquisition program management, analysis, and planning (totaling 10 years).
  • The capability to provide on-site support at the F-35 Joint Program Office (JPO) in Crystal City, VA, at least two days per week, with flexibility to increase as needed.
  • A minimum of six years of experience in program management, technical, or business analysis within weapon systems acquisition and lifecycle management, including at least four years focused on analysis and planning, with two years supporting a Major Defense Acquisition Program (MDAP).
  • Knowledge of the DoD 5000 acquisition series, Federal and DoD acquisition regulations, and the PPBE process.
  • Experience in program/project status and earned value management.
  • Familiarity with DoD reporting tools and major reports.
  • The ability to travel up to 10%.
