Overview: The City of New York's Department of Correction (DOC) plays a crucial role in the city's evolving criminal justice framework, engaging in reform initiatives and strategies designed to transition towards a more compact jail system while ensuring public safety is not compromised. The DOC is tasked with maintaining a secure environment for staff, visitors, volunteers, and individuals in custody. A safe correctional environment allows the DOC to equip individuals in custody with the necessary tools and opportunities for successful reintegration into their communities.

Position Summary: The Department is seeking a qualified individual to assume the role of Assistant Commissioner for Administrative Affairs. Reporting directly to the Senior Deputy Commissioner, this position grants the incumbent the autonomy to exercise independent judgment in managing staffing operations and overseeing the deployment of uniformed personnel.

Key Responsibilities:

  • Establish and supervise a Roster Management Unit responsible for tracking staff assignments, statuses, and scheduling across all facilities.
  • Develop and implement policies and procedures to assess staff shortages and manage personnel on modified duty.
  • Create an assignment classification system to ensure optimal staff deployment throughout each facility while regularly reviewing staff schedules.
  • Collaborate with the Deputy Commissioner of Legal Matters and relevant monitors to comply with legal requirements and court mandates.
  • Formulate a strategy for the periodic reassessment of staff employment statuses.
  • Work alongside other Deputy Commissioners to devise a plan for addressing potential disciplinary actions related to employment status abuses.

Operational Oversight: The Assistant Commissioner will conduct regular evaluations of facility-based personnel operations, including:

  • Aligning organizational charts with actual personnel placements in coordination with the Deputy Commissioner of Budget and Finance.
  • Analyzing overtime expenditures and auditing tour commander certification reports.
  • Balancing rotation and steady tour schedules with personnel placements, ultimately leading to a revised post analysis based on correctional best practices.
  • Overseeing initiatives to civilianize specific posts within the Department, reducing reliance on uniformed staff for tasks suitable for civilian personnel, in consultation with key stakeholders.

Minimum Qualifications:

  • A Master's Degree in Public Administration, Personnel Administration, Business Administration, Human Services, Criminal Justice, Political Science, Psychology, or a related field, accompanied by five years of relevant experience, including at least 18 months in a managerial or supervisory role.
  • A Bachelor's Degree in a related field with seven years of relevant experience, including at least 18 months in a managerial or supervisory capacity.
  • A high school diploma or equivalent, with eleven years of progressively responsible experience, including 18 months in a managerial or supervisory role.

Preferred Skills:

  • Extensive managerial or executive experience in correctional or criminal justice administration (15+ years).
  • Familiarity with laws, regulations, consent decrees, and legal mandates affecting corrections.
  • Strong communication skills for conveying complex information clearly, both orally and in writing.
  • Knowledge of assignment and scheduling practices within a correctional context.
