Lead Strategist for Federal Civilian Market

Position Overview:
Core Responsibilities:- Formulate and execute a detailed business development plan tailored for Federal Civilian (FedCiv) agencies, including but not limited to: the Department of Homeland Security, Department of State, Veterans Affairs, and Federal Law Enforcement entities. Review and refresh Account Plans on an annual basis.
- Seek out and engage new business prospects, encompassing prime contracts, subcontracts, IDIQs, and related task orders, aligning with company objectives and capabilities for FedCiv to propel Clarity's growth.
- Identify and support the capture process for strategic opportunities, from initial identification through proposal submission, ensuring alignment with client requirements and goals.
- Collaborate with interdisciplinary teams, including mission vertical experts (Systems, Data, Cyber), the Proposal Operations Team, Capture Managers, and others to craft innovative solutions that meet client needs and distinguish our offerings.
- Stay abreast of industry trends, market shifts, and competitive factors to inform business development strategies and decision-making processes.
- Represent Clarity Innovations at industry gatherings, conferences, and meetings to enhance brand visibility and cultivate new relationships.
- Provide leadership, mentorship, and support to business development team members, portfolio and program managers, and others within Clarity, nurturing a culture of excellence and ongoing improvement.
- Maintain up to 25% billable hours on a contract monthly within the customer community, when feasible, serving as a technical Subject Matter Expert.
- Bachelor's degree and/or a minimum of 5 years of experience in business development, capture, program management, or related roles within the government contracting sector, with a focus on the FedCiv community.
- Demonstrated success in identifying, pursuing, and securing government contracts and task orders.
- Established network of contacts within the FedCiv community, including government civilians, military personnel, prime contractors, and industry partners.
- Comprehensive understanding of the federal acquisition process, contract vehicles, and standalone contract opportunities, as well as acquisition trends.
- Exceptional communication, negotiation, and presentation skills, with the ability to effectively engage and influence senior-level stakeholders.
- Strategic mindset with the capability to analyze market dynamics, develop account strategies, identify opportunities, and support the proposal development process to drive business growth for Clarity.
- Ability to excel in a fast-paced, dynamic environment and lead cross-functional teams towards common objectives.
- Active Secret security clearance is required.
- Master's degree and/or a minimum of 10 years of experience in business development, capture, program management, or related roles within the government contracting sector, with a focus on the FedCiv community.
- Proven history of success in identifying, pursuing, and winning large-scale ($100M+) government contracts and task orders.
- Domain expertise in one of Clarity's core competencies: Data, Systems, or Cyber.
Active Secret security clearance is mandatory.
