General Overview
As the Lead Strategist for the Healthcare Economics team, you will be responsible for orchestrating and overseeing the functions of this critical unit within the University of Maryland Medical System.

Your role will involve managing the design and upkeep of intricate data sets, which include commercial and federal claims data, electronic health record extracts, financial cost data, and healthcare claim benchmarks at both state and national levels.

You will direct the analysis and assessment of healthcare expenditure performance trends across various alternative payment models, comparing them to regional and national benchmarks while identifying avenues for enhancement.

Key Responsibilities

The following responsibilities outline the primary functions of this role:

  • Develop and implement workflows, policies, and procedures.
  • Ensure departmental deliverables are met, holding accountability for the completion of all tasks and projects.
  • Oversee work plan functions, deadlines, and the preparation of deliverables.
  • Maintain comprehensive knowledge of all areas within Reimbursement & Revenue Advisory Services.
Data Acquisition and Analysis
Guide efforts in data acquisition by routinely evaluating available data resources and their contributions to the department.

Coordinate fiscal approvals and contract negotiations, and lead the identification and quantification of clinical interventions aimed at reducing medical and pharmacy costs/utilization.

Manage collaborative efforts between finance and key stakeholders, ensuring effective cross-departmental reporting.

Regularly assess policy intent and outcomes related to alternative payment methodologies and non-fee-for-service reimbursement.

Collaborate with the Director to formulate policy modification proposals for regulatory entities and support negotiations with industry leaders.

Performance Improvement
Identify anomalies in hospital performance under alternative payment methodologies and spearhead the development of remediation plans.

Guide the creation and implementation of simulation modeling for alternative reimbursement methodologies, and evaluate their performance against regional and national benchmarks.

Identify areas for performance improvement and financial opportunities, translating findings into actionable clinical strategies.

Establish comprehensive metrics and reporting systems to assess team performance and ensure alignment with goals and objectives.

Leadership and Development
Foster a culture of collaboration, problem-solving, and continuous learning within the team.

Mentor staff in both technical and interpersonal skills, developing a team of competent, customer-focused experts.

Conduct managerial functions, including hiring, training, and performance evaluations in accordance with UMMS policies.

Qualifications

The ideal candidate will possess:

  • A Bachelor's degree in Health Sciences, Statistics, Mathematics, Public Health, Medical Economics, or a related field; a Master's degree is preferred.
  • A minimum of 7 years of experience in healthcare data interpretation, analysis, and reporting.
  • At least 3 years of supervisory or managerial experience.
  • Proficiency in SAS, SQL, Tableau, or similar data visualization software.

Advanced skills in leadership, analytical thinking, and communication are essential for success in this role.
