The selected candidate will act as the principal technical consultant to the program leader for the F-16 Information Assurance (IA) initiative, providing comprehensive expertise across various domains including program oversight, IA governance, systems engineering, System Security Engineering (SSE), system and network administration, project oversight, and integrated scheduling, all underpinned by extensive knowledge of F-16 systems and configurations.

Key Responsibilities:

The selected candidate will:

  • Assist in the intricate integration and configuration processes for F-16 USAF, EPAF, and FMS systems, identifying methods and risks associated with performance and integration. Collaborate with the Government to develop and execute strategies for acquisition and integration across multiple F-16 programs.
  • Translate customer specifications into acquisition program requirements, facilitating the development of hardware and software requirements.
  • Deliver technical support for the F-16 IA initiative, ensuring the protection of user data's confidentiality, availability, integrity, authenticity, and non-repudiation.
  • Contribute to the development of integrated schedules, including conceptual timelines for programs.
  • Provide advisory services in system and subsystem engineering, manufacturing, quality assurance, data management, configuration management, contracting, financial management, testing and evaluation, logistics, and other technical integration functions related to the development, implementation, and maintenance of F-16 systems.
  • Support Integrated Product Teams (IPTs) and working groups comprising various functional disciplines focused on creating and recommending proposals for acquisition streamlining and implementation plans.
  • Assist with F-16 Anti-Tamper (AT) program requirements and support.
  • Provide technical assistance for F-16 Security Working Group (SSWG) and program protection activities, including the development and evaluation of critical program information (CPI), security classification guidance, and technical support for assessing F-16 security protocols.
  • Engage in continuous assessment and evaluation of the overall F-16 IA program, along with individual project goals, objectives, strategies, and performance metrics.
  • Prepare, present, and defend studies and briefings to both end users and senior leadership as required.
  • Support the F-16 IA organization at executive levels within the Government and liaise with industry representatives.
  • Review and interpret cyber threat intelligence reports at the TS-SCI level, providing guidance to F-16 Program Office activities.
  • Assist in the Platform Information Technology (PIT) Assessment and Authorization (A&A) for the F-16 program throughout its acquisition lifecycle, including the development and coordination of PIT determination packages, Information Assurance Strategy (IAS), Information Assurance Plan (IAP), System Security Plan (SSP), Security Concept of Operations (CONOPS), and related artifacts for program reviews and Requests for Proposals (RFPs).
  • Facilitate the execution of the IA Risk Management Framework (RMF) to support A&A for the F-16 aircraft platform and modifications, ensuring that security software, hardware, and firmware features are implemented as per documentation from the National Institute of Standards and Technology (NIST) and/or Department of Defense Instruction (DoDI). Assist in staffing approval packages through the requesting organization and the Engineering Directorate prior to submission and presentation to the Designated Approving Authority (DAA).
  • Conduct IA site audits to verify architecture analysis, IA requirements and controls, and mitigation actions, while witnessing IA testing and evaluation to support final approvals for Interim Authority to Test (IATT), Interim Authority to Operate (IATO), and/or Authority to Operate (ATO)/Authority to Connect (ATC). Document and report findings and recommendations from IA site audits.
  • Identify Software Assurance (SWA) pedigree and quality assurance issues, documenting results and performing software security analysis to assess vulnerabilities and risks. Develop an approach for operational SWA sensitivity analysis and establish SWA test metrics for inputs to the Test and Evaluation Master Plan (TEMP). Assist with risk assessments.

Required Qualifications:

Due to the sensitive nature of the requirements, U.S. Citizenship is mandatory.

A Bachelor's Degree in Computer Science or a related engineering discipline, along with a minimum of 10 years of relevant experience, is required.

An active Top Secret/SCI Security Clearance is necessary.

Certification as a Certified Information Systems Security Professional (CISSP) is required.

A minimum of 10 years of experience in IA Management and security engineering, coupled with comprehensive knowledge of all USAF, EPAF, and FMS F-16 configurations, is essential to meet F-16 USAF, EPAF, and FMS requirements.

Familiarity with F-16 development and the operational system, including an understanding of system requirements, is crucial.
