F-16 Cybersecurity Program Manager

The selected candidate will act as the principal technical consultant to the program leader for the F-16 Information Assurance (IA) initiative, providing comprehensive expertise across various domains including program oversight, IA governance, systems engineering, System Security Engineering (SSE), system and network administration, project management, and the development of integrated schedules, all while leveraging extensive experience with F-16 systems and configurations.
Key Responsibilities:
The candidate will:
- Assist in the intricate integration and configuration processes for F-16 USAF, EPAF, and FMS systems, identifying methods and risks associated with performance and integration. Collaborate with the Government to formulate, implement, and execute strategies for multiple F-16 programs.
- Support the translation of client needs into acquisition program specifications and requirements for both hardware and software.
- Provide technical guidance for the F-16 IA initiative, ensuring the confidentiality, availability, integrity, authenticity, and non-repudiation of user data.
- Contribute to the development of integrated schedules, including conceptual timelines for programs.
- Offer advisory services in system and subsystem engineering, manufacturing, quality assurance, data management, configuration management, contracting, financial management, testing and evaluation, logistics, and other technical integration activities related to the development, implementation, and maintenance of F-16 systems.
- Engage in Integrated Product Teams (IPTs) and working groups composed of diverse functional areas to develop and recommend proposals for streamlining acquisitions and implementation strategies.
- Provide support for the F-16 Advanced Training (AT) program, including requirements related to the AT initiative.
- Deliver technical assistance for F-16 Security Working Group (SSWG) and program protection activities, which encompass the development and assessment of program Critical Program Information (CPI), security classification guidance, and technical support for evaluating F-16 security protocols.
- Facilitate ongoing assessment and evaluation of the overall F-16 IA program, along with individual project objectives, strategies, and performance metrics.
- Assist in preparing, presenting, and defending studies and briefings to both end users and senior leadership as required.
- Support the F-16 IA organization at high levels within the Government and in interactions with industry representatives.
- Assist in reviewing and interpreting cyber threat intelligence reports at the TS-SCI level, providing appropriate guidance to F-16 Program Office activities.
- Provide assistance to Platform Information Technology (PIT) Assessment and Authorization (A&A) for the F-16 program throughout the acquisition lifecycle, including the development, modification, review, or coordination of PIT determination packages, Information Assurance Strategy (IAS), Information Assurance Plan (IAP), System Security Plan (SSP), Security Concept of Operations (CONOPS), and related artifacts for program reviews and Requests for Proposals (RFPs).
- Support the execution of the IA Risk Management Framework (RMF) to facilitate A&A for the F-16 aircraft platform and its modifications, evaluating the technical implementation of security designs to ensure compliance with National Institute of Standards and Technology (NIST) and/or Department of Defense Instruction (DoDI) standards.
- Assist in conducting IA site audits to verify architecture analysis, IA requirements and controls, and mitigation actions, as well as to witness IA testing and evaluation, supporting final approvals for Interim Authority to Test (IATT), Interim Authority to Operate (IATO), and/or Authority to Operate (ATO)/Authority to Connect (ATC). Document and report findings and recommendations from IA site audits.
- Identify Software Assurance (SWA) pedigree and quality assurance issues, documenting results and performing software security analyses to assess vulnerabilities and risks. Report findings to the Government Program Manager and the Certification Authority Representative, and develop approaches for operational SWA sensitivity analyses and SWA test metrics for inputs to the Test and Evaluation Master Plan (TEMP).
Required Qualifications:
Due to the sensitive nature of the requirements, U.S. Citizenship is mandatory.
A Bachelor's Degree in Computer Science or a related engineering discipline, coupled with a minimum of 10 years of relevant experience, is required.
An active Top Secret/SCI Security Clearance is necessary.
Certification as a Certified Information Systems Security Professional (CISSP) is required.
A minimum of 10 years of experience in IA Management and security engineering, with in-depth knowledge of all USAF, EPAF, and FMS F-16 configurations to effectively address F-16 requirements.
Comprehensive understanding of F-16 development and the operational system, including system requirements.
