Job Overview

The selected candidate will provide essential support and technical guidance for various F-16 Foreign Military Sales (FMS) initiatives throughout all stages of Department of Defense (DoD) acquisitions, including planning, execution, delivery, sustainment, and program closure in accordance with DoD policies and regulations.

Key Responsibilities:

The candidate will:

  • Assist in monitoring, reviewing, analyzing, and coordinating security assistance matters involving DoD and non-DoD entities to ensure adherence to established policies, Letters of Request (LORs), and Letters of Offer and Acceptance (LOAs), as well as compliance with the Foreign Assistance Act and the Arms Export Control Act (AECA).
  • Support the implementation and execution of assigned LOAs in accordance with the AECA and the Security Assistance Management Manual (SAMM), completing projects with minimal supervision.
  • Contribute to pre-LOA development, including the Statement of Objectives (SOO), Statement of Work (SOW), and the review of contractor proposals as directed by the Government.
  • Assist in project management for FMS LOA and Manpower Requirements Package (MRP) modifications, analyzing manpower needs for F-16 aircraft based on country-specific LORs and LOAs.
  • Monitor funding status and track expiring positions in collaboration with Project Managers and Security Assistance Program Managers (SAPMs) to allocate and extend positions as necessary.
  • Support SAPMs and line managers across all phases of the acquisition process, providing insights into acquisition policy, management, and lessons learned.
  • Assist with actions required for contract awards, including pre-award documentation and evaluation of proposals submitted in response to Government Requests for Proposals (RFPs).
  • Coordinate resources across finance, management, procurement, engineering, and logistics, consolidating inputs into unified documents.
  • Prepare briefing materials to support various meetings.
  • Review documents and correspondence for accuracy related to DoD acquisition processes, providing comments and recommendations as needed.
  • Support the Government in meetings both within and outside the Continental United States (CONUS and OCONUS), including program reviews and financial readiness assessments.
  • Manage coordination and suspense control activities for inquiries from higher headquarters, preparing responses for senior officials' approval.
  • Provide assistance related to technology transfer and disclosure, risk management, project management, and logistics, maintaining and updating project management documents.
  • Assist with LOA line management, FMS budget development, financial tracking, and interfacing with senior USG FMS representatives.
  • Prepare Price and Availability (P&A) data, LOA data, and budgetary Rough Order of Magnitude (ROM) estimates for new FMS programs.
  • Advise the team on projects requiring expertise in FMS, demonstrating strong knowledge of ITAR, Delegation of Disclosure Letters (DDL), and relevant manuals.

Qualifications:

Due to the sensitive nature of the work, U.S. Citizenship is required.

A High School Diploma with 20 years of experience, a Bachelor's Degree with 15 years of experience, or a Master's Degree with 12 years of experience is required.

Active Secret Security Clearance is mandatory.

A minimum of 3 years of experience in FMS program management is essential.

Willingness to travel CONUS and OCONUS is required.
