Monthly reporting will be conducted utilizing the Project Management Resource Tool (PMRT).

Key Responsibilities:

The candidate will:

  • Facilitate risk management, budget oversight, scheduling, and performance evaluation for multiple software development projects, providing monthly updates through the PMRT.
  • Assist in interpreting, organizing, executing, and coordinating tasks within the framework of the Government acquisition process.
  • Engage in software development and integration efforts, defining project scope and identifying key issues for investigation.
  • Support the program director at high levels within Government and contractor organizations, participating in major program reviews, inspections, conferences, and significant milestone events.
  • Establish and maintain relationships between the program office, supporting Government entities, other candidates, and senior leadership.
  • Analyze warfighter requirements in collaboration with ACC, serving as a primary advisor to F-16 Division leadership on critical capability assessments.
  • Assist with urgent operational needs (UONs) and support execution teams by recommending expedited testing strategies, necessary integration levels, and trade-offs concerning risk, schedule, performance, and cost.
  • Support the software development and testing lifecycle, ensuring user requirements are interpreted correctly and understanding the cost-sharing process.
  • Contribute to strategic planning, program planning, systems integration, weapons integration, requirements assessment, and program evaluations.
  • Apply expertise in integration, communication, coordination, organization, and planning to technical and acquisition efforts across various F-16 integration projects.
  • Participate in Technical Interchange Meetings (TIMs) and working groups, acting as a liaison between user requirements and engineering activities.
  • Develop clear and concise program status presentations for senior management.
  • Assist the chief engineer in investigating and resolving issues related to fielded programs, including support for Crisis Management Teams (CMTs).
  • Conduct studies and analyses of trade-offs for the inclusion of potential capabilities in future software iterations.
  • Advise and assist the Government with complex program management tasks, coordinating multiple contracts and confirming annual funding requirements.
  • Investigate, analyze, plan, design, develop, implement, and evaluate solutions for project and program initiatives, providing expert-level issue resolution and recommendations.
  • Support programs in an international context, including the implementation of requirements for foreign governments.
  • Assist with the development and testing activities necessary to address urgent operational needs.
  • Manage risk, budget, schedule, and performance metrics for various software development efforts.
  • Support avionics and weapons capabilities, complex weapon integration, aircraft operations, and systems integration.
  • Coordinate the identification of upgrades and requirements for new hardware and software development programs.
  • Assist in technical assessments and cost estimation for integration and software development initiatives.
  • Support the establishment of an organic software development capability for F-16 EPAF.
  • Manage test execution and sustainment support for software upgrades.
  • Contribute to initial requirements definition and development processes.
  • Conduct studies and analyses for potential future capabilities.
  • Support the chief engineer in addressing program deficiencies.
  • Serve as a technical advisor to senior leadership in identifying cost efficiencies for training and simulation programs.

Qualifications:

U.S. Citizenship is required due to the sensitive nature of customer-related requirements.

A minimum of a High School Diploma with 20 years of experience, a Bachelor's Degree with 15 years of experience, or a Master's Degree with 12 years of experience is necessary.

Active Secret Security Clearance is required.

At least 10 years of experience as a military fighter/bomber pilot or weapons systems officer, with a comprehensive understanding of fighter weapons systems integration and operational employment.

Experience working in an international environment supporting allied foreign government requirements is essential.

Specialized knowledge in F-16 avionics, weapons capabilities, and systems integration is required.

A minimum of 5 years of experience in test management and software development is necessary.

Operational knowledge of fighter aircraft is crucial.

Senior leadership experience at the HQ USAF or HQ ACC level is preferred.

At least 10 years of experience in understanding user requirements, test planning, management, certification, and evaluation is required.
