The Cook County Office of the President is in search of a Chief Operations Strategist –
Healthcare Management to become a vital member of our team. This individual will act as the
primary liaison to Cook County Health and Hospital Systems (CCHHS) and will provide insights to ensure coherence between CCHHS's policies,
programs, and other executive functions and the administration's priorities at the
federal, state, and local levels.

ROLE SUMMARY
Assists the Chief of Staff and President in overseeing the strategic direction and operational effectiveness of Cook County Health and Hospital Systems
(CCHHS). Serves as the primary liaison to CCHHS and
provides insights to ensure coherence between CCHHS's policies, programs, and other executive
functions and the administration's priorities at the federal, state, and local levels. Collaborates directly with CCHHS
management staff to effectively utilize allocated funds and to coordinate approaches to problem-solving
as necessary.
KEY RESPONSIBILITIES AND DUTIES:
Assists the President and Chief of Staff in providing leadership and strategic direction for CCHHS initiatives
and programs.
Supports the development of healthcare policy and programs and provides insights to ensure
alignment with the administration's priorities and federal, state, and local regulations.
Supports the development and management of the CCHHS budget to monitor expenditures and ensure fiscal
responsibility.
Leads special projects and initiatives related to CCHHS as assigned by the Chief of Staff. Drives innovation
and improvement in healthcare delivery.
Utilizes data and analytics to inform confidential decision-making and policy development.
Prepares reports on healthcare program performance and outcomes to present recommendations to the
President and other stakeholders at the direction of the Chief of Staff.
Participates in the coordination of healthcare programs, including public health, hospitals, clinics, and other
related services ensuring effective and efficient service delivery.
Collaborates with internal and external stakeholders, including government agencies, healthcare providers,
community organizations, and the public, to advance healthcare-related objectives.
Acts as a key point of contact for the President and Chief of Staff during healthcare emergencies and crises to
coordinate response efforts and ensure effective communication.
KNOWLEDGE, SKILLS, AND ABILITIES:
In-depth knowledge of County offices, healthcare systems, public health principles, and relevant laws.
Thorough knowledge of internal control structure, including the control environment, accounting system, and
procedures.
Knowledge of public health policy in federal, state, and local government.
Ability to distinguish between errors, irregularities, and illegal acts, and take appropriate action.
Excellent written and verbal communication skills.
Skilled in data analysis and interpretation to make decisions based on evidence.
Ability to develop and implement policy and program recommendations regarding budget, financial
management, and healthcare compliance.
Ability to efficiently handle multiple tasks, manage confidential information, and collaborate with diverse
stakeholders.
Strong crisis management and problem-solving abilities.
MINIMUM QUALIFICATIONS:
Graduation from an accredited college or university with a bachelor's degree PLUS a minimum of three (3)
years of healthcare administration, public policy, public health, public administration, or business
administration experience.
PREFERRED QUALIFICATIONS:
Master's degree in Healthcare Administration, Public Health, or Business Administration.
Previous experience in a government or public sector environment.
PHYSICAL REQUIREMENTS:
Sedentary Work
Sedentary Work involves exerting up to 10 pounds of force occasionally or a negligible amount of force
frequently to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting most of the time
but may involve walking or standing for brief periods of time.

EMPLOYMENT TERMS
RESIDENCY REQUIREMENT:
Pursuant to the Shakman Consent Decree, Supplemental Relief Order, and the Cook
County Personnel this position is exempt from the County's career service rules, is at-will and political reasons or
factors may be considered when taking any employment action. As an employee in a Shakman Exempt position, if you
do not currently live in Cook County, you will have six (6) months from date of hire to establish actual residency
within Cook County.
