PRIMARY RESPONSIBILITIES

  • Ensures that roadway configurations prioritize and facilitate bus services by collaborating with local Departments of Transportation (DOTs) to advocate for the integration of bus priority strategies into roadway designs and to pinpoint enhancements for bus stop placements and structures.
  • Oversees the management of bus stops and associated signage, guaranteeing that their locations, signage, and designs adhere to established standards while promoting safe and efficient operations.
  • Advances improvements in bus stop locations and designs, including partnerships with external agencies (primarily CDOT) to enhance accessibility for individuals with disabilities at bus stops.
  • Collaborates with internal departments to ensure timely replacement of missing or damaged signage and addresses feedback regarding bus stops from various stakeholders, including the public and elected officials.
  • Coordinates efforts on bus priority initiatives.
  • Manages the Bus Priority Zones project and related activities, working with internal teams, external agencies, and consultants to identify and implement bus priority measures on key routes to alleviate delays.
  • Supports other agency initiatives related to bus priority, such as corridor-level bus priority strategies, transit signal priority, and queue jump signal implementations.
  • Identifies external projects that offer opportunities for enhancing bus-related infrastructure and seeks grant funding to support these initiatives.
  • Develops policies and standards concerning bus stop and roadway designs, as well as bus priority elements, to ensure the safe, rapid, and efficient operation of transit buses.
  • Utilizes, manages, and enhances data sources to support the responsibilities outlined above, including ridership data, geospatial data on bus stops and infrastructure, and metrics related to bus speed, dwell time, and stop utilization.
  • Supervises staff, coordinating their efforts to support the responsibilities mentioned and fostering their professional development to align with agency objectives.
  • Recruits, trains, develops, assesses, and evaluates staff performance, making recommendations for personnel actions.
  • Conducts fieldwork related to the aforementioned activities and performs additional duties as assigned.

MANAGEMENT RESPONSIBILITIES

  • Traffic Planner
  • Coordinator, Traffic Planning

CHALLENGES

  • Enhancing bus operations on roadways overseen by external DOTs.
  • Coordinating efforts across various internal and external groups to achieve objectives while engaging with elected officials to address community needs.

EDUCATION/EXPERIENCE REQUIREMENTS

  • Bachelor's Degree in Civil Engineering, Transportation Planning, Urban Planning, or a related field, or a combination of education and experience relevant to this role.
  • A minimum of 5 years of relevant experience with progressively increasing responsibilities.
  • A valid driver's license is required.

PHYSICAL REQUIREMENTS

  • Ability to remain in a stationary position for extended periods and to operate a computer and other office equipment consistently.
  • Exempt (Non-Union) employees must reside within the boundaries of the CTA Statutory Service Area at the time of employment or within 6 months of starting employment at CTA.

KNOWLEDGE, SKILLS, AND ABILITIES

  • General understanding of urban street design principles and transit priority infrastructure.
  • Familiarity with transit operations, planning, and the fundamentals of transit scheduling.
  • Knowledge of service area geography and the CTA rail and bus systems.
  • Ability to interpret roadway design plans, comprehend construction and capital program budgets and schedules, and analyze statistical data.
  • Capability to collaborate with multiple disciplines and coordinate efforts across various internal and external groups.
  • Proficient in Microsoft Word, Excel, Access, Power BI, and ArcGIS software.

WORKING CONDITIONS

  • Typical office environment.
  • Fieldwork may be required to assess roadway and bus stop conditions and operations.
  • May need to work extended or irregular hours to meet project deadlines.
  • This position is classified as a "C-List" position under the "Revolving Door" prohibition within the State Officials and Employees Act, which includes several post-employment restrictions that must be adhered to.

EQUIPMENT, TOOLS, AND MATERIALS UTILIZED

  • Standard office equipment such as computers, printers, copiers, and office supplies.
  • CTA non-revenue vehicles.

Final salary will be determined based on the qualifications of the selected candidate and may vary from the target.
