Lead Information Security Analyst

Job Overview:
This role is crucial in safeguarding the confidentiality, integrity, and availability of state information systems and data. The position involves identifying security and privacy risks while ensuring compliance with established statewide policies and regulatory frameworks.
The individual in this role will conduct proactive analysis and audits of security measures and processes to help the state effectively respond to both known and unforeseen internal or external threats.
Key Responsibilities:
• Ensure organizational adherence to statewide information security policies, as well as compliance with NIST, ISO, PCI, HIPAA, and other relevant security standards. This includes conducting information security and privacy compliance reviews and proactive assessments, and assisting in the development and implementation of comprehensive information security and privacy policies.
• Identify risks related to information security and privacy protection across the state, guiding agencies in adopting risk mitigation strategies and procedures to minimize these risks in line with established risk management policies. This role also involves assisting with investigations related to data breaches and privacy incidents.
• Engage in projects by assessing systems security plans and evaluating implemented security controls to ensure compliance with security and privacy standards, thereby reducing security risks and enhancing the overall security posture.
• Support statewide initiatives for information security and privacy awareness and training programs.
• Lead or participate in internal and external security and privacy audits and assessments.
• Perform additional duties as assigned related to the position.
Knowledge:
• This position requires extensive knowledge of information security technologies, focusing on industry trends, best practices, and the implementation of effective security measures across various domains. The candidate must be well-versed in key information protection standards such as NIST, HIPAA, PCI, and IRS, demonstrating proficiency in risk assessment, compliance, and vulnerability management.
• A deep understanding of cybersecurity workforce dynamics, virtual learning environments, and the formulation and enforcement of cybersecurity operational policies is essential. Familiarity with risk management principles, business continuity, and disaster recovery is also necessary.
• Expertise in privacy laws and regulations, cybersecurity threats, and advanced cyber defense tools is crucial. The ideal candidate will have experience with enterprise cybersecurity architecture, identity and access management, and evaluating security controls. Knowledge of emerging technologies and supply chain risk management is also important.
Skills:
• Strong customer service skills, along with excellent communication abilities, are essential for effective interaction with clients and stakeholders. The candidate should be skilled in identifying technical capability gaps, applying security controls, and addressing customer needs.
• Proficiency in assessing security system designs, applying secure coding techniques, and conducting root cause analysis is critical for maintaining system security.
• The ability to analyze large data sets, identify vulnerabilities, and align cybersecurity objectives is vital. Additional skills include technical writing, negotiating vendor agreements, and fostering relationships with stakeholders to manage cybersecurity risks effectively.
Abilities:
• This role involves ensuring the effectiveness and compliance of an organization's cybersecurity and privacy programs. Responsibilities include assessing security controls, managing accreditation packages, and establishing privacy audit programs for ongoing monitoring and risk mitigation.
• The position requires advising senior management on risk levels and cybersecurity posture, conducting privacy impact assessments, and recommending remediation strategies. The candidate will also be responsible for developing and delivering training programs to promote awareness and ensure alignment of cybersecurity practices with organizational goals.
• A bachelor's degree along with 2 years of extensive experience in information security controls and regulatory compliance (or equivalent experience) is preferred.
• Certification as a Certified Information Security Systems Professional is advantageous.
• A valid driver's license is required for state business travel.
• Proof of U.S. Citizenship is necessary due to security clearance requirements.
