Position Overview:

This role is crucial in safeguarding the confidentiality, integrity, and availability of state information systems and data. The incumbent will identify security and privacy risks while ensuring adherence to established statewide policies and regulatory frameworks.

This position is responsible for implementing proactive analyses and audits of security measures and processes, ensuring the state's resilience against both known and unforeseen internal or external threats.

Key Responsibilities:


• Ensure compliance with statewide information security policies, as well as standards such as NIST, ISO, PCI, and HIPAA, by conducting thorough security and privacy compliance reviews and proactive assessments. Aid in the formulation and execution of comprehensive information security and privacy policies.


• Identify and assess information security and privacy risks throughout the state, guiding agencies in adopting effective risk mitigation strategies in line with established risk management protocols. Support investigations related to data breaches and privacy incidents.


• Engage in projects by reviewing system security plans and evaluating implemented security controls to ensure compliance with technology infrastructure and applications, thereby reducing security risks and enhancing the overall security posture.


• Facilitate statewide information security and privacy awareness and training initiatives.


• Lead or participate in internal and external security and privacy audits and assessments.


• Perform additional duties as assigned relevant to the position.

Knowledge, Skills & Abilities (KSAs):

Knowledge:


• This position requires extensive knowledge of information security technologies, focusing on industry trends, best practices, and the implementation of robust security measures across various domains. A solid understanding of key information protection standards, including NIST, HIPAA, PCI, and IRS, is essential, along with proficiency in risk assessment and management.


• Candidates should possess a deep understanding of cybersecurity workforce dynamics, virtual learning environments, and the development and enforcement of cybersecurity operational policies. Familiarity with risk management principles, business continuity, and disaster recovery is crucial.


• Expertise in privacy laws, cybersecurity threats, and advanced cyber defense tools is vital. Experience with enterprise cybersecurity architecture, identity and access management, and the evaluation of security controls is preferred. Knowledge of emerging technologies and supply chain risk management is also important.

Skills:


• Strong customer service skills, along with excellent interpersonal, written, and verbal communication abilities, are required to effectively engage with clients and stakeholders. Candidates should be proficient in identifying technical capability gaps and applying appropriate security controls.


• The ability to analyze data for follow-on assessments and derive conclusions to support informed decision-making is essential. Effective communication of complex concepts, facilitation of discussions, and creation of technical documentation are also required.


• Critical thinking and collaboration skills are vital, especially in fast-paced environments. Candidates should be adept at analyzing large data sets, identifying vulnerabilities, and aligning privacy and cybersecurity objectives.

Abilities:


• This role involves ensuring the effectiveness and compliance of cybersecurity and privacy programs. Responsibilities include assessing security controls, managing accreditation packages, and establishing privacy audit programs for continuous monitoring.


• Additional duties include researching vulnerabilities, advising management on risk levels, and developing risk profiles. The role also requires conducting privacy impact assessments and recommending remediation strategies.


• Candidates must ensure that contracts and procurement efforts align with legal, funding, and security requirements, while also overseeing cybersecurity audits and developing training programs to promote awareness.

Preferred Qualifications:


• A Bachelor's degree with at least 2 years of extensive experience in information security controls and regulatory compliance (or equivalent experience).


• Certification as a Certified Information Security Systems Professional is preferred.

Pre-Employment Requirements:


• A valid driver's license is required for state business purposes.


• Proof of U.S. Citizenship is necessary due to security clearance requirements.
