Job Overview

Are you prepared to take on a leadership role that will significantly influence our community? We are in search of a proactive and seasoned Community Development Director to serve as the chief administrative officer for the borough. This position is pivotal in overseeing the effective management of borough operations and works directly with the Borough Council. The role encompasses steering the borough towards its key objectives while adhering to established policies, ensuring that the community's aspirations and requirements are fulfilled.

Key Responsibilities:

General Duties:

  • Advocate for the borough's interests with state, county, and local entities.
  • Identify and cultivate new business opportunities within the borough.
  • Support local organizations, businesses, and community initiatives, including the pursuit of grants.
  • Coordinate efforts across all borough departments, including law enforcement.
  • Formulate and execute both immediate and long-term objectives that align with community aspirations.
  • Establish and uphold policies that facilitate these objectives.
  • Provide leadership to implement significant plans and operational procedures.
  • Monitor the borough's financial health, ensuring compliance with procedures and deadlines.
  • Oversee human resource functions, including advising department heads, addressing employee concerns, and engaging in collective bargaining.
  • Recommend compensation structures for appointed positions to the Borough Council.
  • Attend or assign representation at all Borough Council meetings and remain informed on all relevant matters.

Financial Oversight:

  • Ensure the borough's financial framework is robust and sufficient.
  • Prepare, review, and present budgets for approval by the Borough Council.
  • Guarantee timely payment of debts owed to the borough and ensure the collection of all borough receivables.
  • Provide an annual report detailing the borough's financial status and administrative functions.

Leadership Responsibilities:

  • Offer guidance and direction to all borough personnel.
  • Supervise the administrative office, Public Works, Code Compliance, Planning & Zoning, and law enforcement departments.
  • Engage with staff, Borough Council, the Mayor, and various governmental officials, as well as borough residents.
  • Facilitate meetings and create formal presentations.

Additional Responsibilities:

  • Assist the Borough Council as necessary.
  • Ensure adherence to borough policies, administrative regulations, and applicable laws.

Qualifications:

  • Bachelor's degree in public administration or a related discipline.
  • Extensive experience in municipal management.
  • Valid driver's license.

Knowledge, Skills, and Abilities:

  • Proficiency in administration, personnel management, finance, and local government regulations.
  • Exceptional verbal and written communication abilities.
  • Strong presentation and public relations skills.
  • Analytical capabilities for resolving moderately complex issues.
  • Interpersonal skills to manage stress and foster a cooperative, service-oriented environment.
  • Organizational skills for effective multitasking and prioritization.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).

Physical Requirements:

  • Primarily sedentary work with occasional walking and standing.
  • Close visual acuity for data analysis, computer work, and extensive reading.
  • Ability to lift up to 10 pounds occasionally.
