What We’re Searching For

The Municipal Association of SC is seeking a well-qualified candidate to fill the position of legislative and public policy advocate. This full-time position will be part of the Association’s advocacy team to influence public policy related to municipal government and to determine the impact current issues, new policies and government regulations may have on the state’s 271 municipalities.

The job duties of the position include, but are not limited to, these:

  • Plays a leadership role in positioning the Municipal Association as the primary resource for members, media, legislators and partner organizations for accurate and timely information about municipal operations and services.
  • Analyzes state and federal legislation for impact on municipalities and provides updates for various parties as appropriate.
  • Participates regularly in various legislative committee meetings, testifying on behalf of the Association and articulating the position of the Association on pertinent legislation.
  • Understands and explains the impact of existing and proposed legislation to legislators, municipal officials and others as required. Drafts legislation and amendments as needed.
  • Develops and implements legislative strategies to ensure successful legislative efforts; negotiates legislative solutions to complex policy issues based on goals and desired outcomes of the Association.
  • Develops and maintains legislative relationships and coordinates meetings with legislators, regulatory agencies, and staff to influence public policy on behalf of municipal government and the Association.
  • Provides technical assistance to municipal staff and elected officials in the day-to-day management of municipal government: provides information and resources on various issues related to municipal government; assists municipalities in developing ordinances, conducting meetings and carrying out other required functions; assists in ensuring cities and towns are operating in compliance with the laws of the state.
  • Provides legislative training to municipal staff and elected officials through the Association’s affiliate associations and institutes. Conducts training for municipal councils on specific topics upon request.
  • Travels periodically in state and infrequently out of state to perform the duties of this position
  • Manage multiple projects and issues throughout the year; performs all other duties as assigned

Qualifications include but are not limited to:

  • Bachelor’s degree in public administration, political science, business administration or a closely related field is required. Advanced degree is preferred
  • Minimum five years of experience in local or state government operations, lobbying, policy development, or as an attorney
  • South Carolina Driver's License
  • Excellent written and oral communication skills
  • Outstanding interpersonal, relationship building and analytical skills
  • Ability to think strategically and work as a team player
