Key Responsibilities

This position is located in the Office of Inspector General, Office of Management and Policy, Budget Division.

The incumbent will function as a Financial Planning Analyst, reporting directly to the Assistant Budget Director for Execution. Responsibilities may encompass various aspects of budget administration, including the development of operational plans, account execution, reconciliation, and account closure.

Key duties include:
  • Assisting managers and program specialists throughout the budget execution process.
  • Collaborating with administrative and budget personnel to formulate annual operating plans and schedules for executing approved budgets.
  • Coordinating budget funding amounts, timing, and modifications with relevant personnel, while monitoring budgets and suggesting fund reprogramming as necessary.
  • Overseeing, reviewing, and reconciling commitments, obligations, and reimbursable orders, ensuring compliance with applicable laws and regulations.
  • Identifying potential budgetary issues and providing recommendations for resolution.
  • Maintaining databases and tracking systems for budget management, ensuring fund availability for processing obligating documents.
  • Performing additional related duties as assigned.

Qualifications

Applicants must fulfill all qualification requirements, including education and any selective placement factors, within 30 days of the closing date of this announcement. Education will only be considered if complete transcripts are submitted from an accredited institution recognized by the U.S. Department of Education.

Applicants must possess one year of specialized experience equivalent to the next lower grade level in the federal service, demonstrating the knowledge, skills, and abilities necessary for the position. Qualifying specialized experience must include:
  • GS-07 Specialized Experience: One year of specialized experience involving tracking and executing annual operating budgets using a complex financial management system.

Education: One full year of graduate-level education in a relevant field such as business administration, finance, public administration, economics, or statistics.

Superior Academic Achievement: Successful completion of a bachelor's degree with Superior Academic Achievement.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
