The Office of the Chief Financial Officer (OCFO) is dedicated to enhancing the fiscal integrity and accountability of the Government of the District of Columbia. We are currently seeking a Lead Financial Planning Analyst to join our team.

This role is situated within the Office of the Chief Financial Officer, specifically in the Government Operations Cluster (GOC), under the Department of Employment Services (DOES).

The selected candidate will act as the budgetary expert for their designated organizational unit, responsible for the formulation, justification, monitoring, and improvement of budgetary processes within their assigned department.

Key Responsibilities:

  • Collaborate with program managers and internal stakeholders to develop the comprehensive agency budget.
  • Ensure the accuracy and completeness of budget requests submitted; lead the development, execution, analysis, and evaluation of the annual budget for the program.
  • Conduct thorough budget analysis to prepare for quarterly Financial Reviews Process (FRP); monitor and track expenditures to assess the need for additional funding or potential reprogramming of existing funds.
  • Perform necessary research to support budget recommendations and clarify any variances.
  • Resolve complex resource management funding challenges and provide guidance on broad-reaching issues presented by junior analysts.

Minimum Qualifications:

Applicants should possess a minimum of five (5) years of progressive experience in budget formulation and development, with expert knowledge of budgetary administration, policies, and regulations, as well as the ability to resolve intricate budgetary issues.
