This role also involves creating and enforcing business guidelines related to Unfunded Requirements (UFRs), adjustments to spending plans, and managing contract under-expenditures.

Key Responsibilities:

  • Assist in the business management operations as needed, including process evaluations, operational assessments, policy reviews, and impact analyses to support senior leadership.
  • Provide budget execution services encompassing budget oversight, development of spending plans, disbursement activities, and acquisition procurement processes.
  • Prepare and deliver financial management presentations for senior leadership as required.
  • Monitor, manage, and report on the current and future financial status of contract costs and Full-Time Equivalents (FTE).
  • Conduct assessments of un-liquidated obligations (ULO) on a monthly, quarterly, and annual basis in partnership with the Chief Financial Officer (CFO).
  • Create standard operating procedures (SOP) and user guides for un-liquidated obligations.
  • Offer technical assistance to process, track, and coordinate acquisition packages for all client requirements.
  • Collaborate with various clients and vendors to resolve financial discrepancies.
  • Design data visualization dashboards and SharePoint sites.

Qualifications:

  • A minimum of three (3) years of experience in managing both quantitative and qualitative budget development and financial/cost analysis.
  • A minimum of three (3) years of experience in formulating, justifying, and overseeing DoD budgets in alignment with executive orders, public laws, strategic plans, program objectives, and operational rhythms.
  • A minimum of two (2) years of experience in cost estimation for GDIP and MIP IT projects/programs in accordance with the Department of Defense (DoD) Intelligence Planning, Programming, and Budgeting System (IPPBS) and other relevant DoD financial acquisition directives.
  • A Bachelor’s Degree from an accredited institution. A concentration in Business Administration, Business Management, Computer Science, or Information Science is preferred but not mandatory.
  • An active Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance is required.
