REQUIREMENTS: Candidates must obtain an ICC certification as a Residential and Commercial Plans Examiner within one year of hire.

POSITION SUMMARY: The Plans Examiner organizes, assigns, and reviews the work of personnel involved in residential and commercial building plan assessments, ensuring compliance with City building regulations, while providing administrative support to the Senior Building Inspector.

SUPERVISION: Receives general direction from the Chief Building Official and exercises technical supervision over assigned plan check staff.

CLASS CHARACTERISTICS: The Plans Examiner II represents the experienced, journey-level classification in the series, demonstrating full competence to independently execute assigned responsibilities. This classification is distinguished from the Plans Examiner I by the level of independence in performing duties and from the Senior Plans Examiner, who serves as a senior or advanced specialist.

ESSENTIAL FUNCTIONS:
  • Identify and rectify deficiencies in construction documents, ensuring compliance with relevant codes.
  • Establish timelines and methodologies for plan review services.
  • Determine fees and valuations for submitted plans.
  • Communicate disapprovals or modifications to permit applicants.
  • Engage with architects, engineers, contractors, and the public to resolve project-related issues.
  • Coordinate and maintain inspection records for all buildings.
  • Conduct field investigations of structural issues and unsafe conditions.
  • Prepare reports and recommend solutions based on field inspections.
  • Participate in ongoing education to stay updated on applicable codes and regulations.
  • Disseminate information regarding technological advancements affecting departmental activities.
  • Perform additional duties as assigned.

EDUCATION AND EXPERIENCE: A combination of training and experience that provides the necessary knowledge and skills. Typical qualifications include:

Plans Examiner II
Education: High school diploma or equivalent plus 30 semester units in building inspection technology, engineering, architecture, or a related field from an accredited institution.
Experience: Two years of full-time experience as a Plans Examiner I or three years of full-time experience in architectural design, drafting, or inspection. A Bachelor's degree in a relevant field may substitute for one year of experience.

Senior Plans Examiner
Education: High school diploma or equivalent with college-level courses in Building Inspection Technology or related fields.
Experience: Four years of experience similar to that of a Building Plans Examiner II, including at least one year of supervisory experience.

LICENSES AND CERTIFICATIONS: Valid California driver's license; ICC Certification as a Plans Examiner; additional certifications in plumbing, mechanical, and electrical inspection are desirable.

WORKING CONDITIONS: May require attendance at off-hour meetings.

PHYSICAL DEMANDS: Mobility to work in an office or construction environment, use standard office equipment, and attend off-site meetings.

ENVIRONMENTAL ELEMENTS: Employees work in an office environment with moderate noise levels and may also work in construction settings with potential hazards.
