Job Overview

As a key member of the engineering team, you will be responsible for the strategic planning, scheduling, and management of public works initiatives to ensure adherence to municipal specifications and regulations. You will operate under the guidance of the City Engineer, representing the City in various meetings with stakeholders and organizations to communicate technical aspects of projects effectively.

Key Responsibilities

- Develop comprehensive scopes of services for consultant agreements, outlining the framework for public works enhancement projects in accordance with established engineering standards.
- Oversee and assess the creation of plans and specifications by external consulting firms, ensuring alignment with the City's expectations regarding timelines, budgets, and quality from inception to completion.
- Engage in budgeting, estimating, and executing federally funded projects and grants.
- Apply knowledge of the Ohio DOT Project Development Process in project execution.
- Manage land acquisition processes for federally funded initiatives and oversee public utility infrastructure development.
- Administer and supervise right-of-way permit applications and approvals for public utility, small cell tower, and telecommunication installations within public rights-of-way.

Qualifications

- Graduation from an accredited institution with an Associate's or Bachelor's Degree in Civil Engineering or equivalent experience in civil engineering or a related field demonstrating capability in leading engineering projects.
- Valid Ohio driver license is required.
- Familiarity with AutoCAD software is advantageous.

Knowledge, Skills, and Abilities
  • Understanding of Ohio Revised Code, Federal Uniform Act, and Ohio DOT Real Estate Policy and Procedure guidelines.
  • Extensive knowledge of civil engineering principles and practices, including the design and construction of civil engineering projects.
  • Strong comprehension of roadway design, water distribution systems, and sanitary and stormwater collection systems.
  • In-depth knowledge of federal, state, and local standards pertinent to civil engineering.
  • Ability to effectively plan, design, and manage engineering projects, including the formulation of estimates, schedules, and deliverables for approval.
  • Capability to review reports and other engineering documentation for clarity and effectiveness for non-technical audiences.
  • Proficient in interpreting and applying regulations in the Manual of Uniform Traffic Control Devices (MUTCD).
  • Aptitude for developing and maintaining positive working relationships with colleagues, supervisors, and the public.
  • Proficient in using computer spreadsheet and word processing applications.
