Job Overview

As a key player in the Engineering Division, the role involves strategizing, organizing, and managing public works initiatives to ensure adherence to municipal standards and regulations. This position operates under the guidance of the City Engineer.

Key Responsibilities

- Act as a representative for the City in discussions with the City Commission and other stakeholders, ensuring that technical elements of projects are communicated effectively.

- Oversee, mentor, and coordinate the activities of assigned personnel as needed.

- Draft scopes of work for consultant agreements, outlining requirements for public works enhancement projects using established engineering methodologies.

- Collaborate with and assess the development of plans and specifications from contracted firms, ensuring alignment with the City's expectations regarding timelines, budget, and quality from inception to completion.

- Engage in budgeting, estimating, and executing federally funded projects and grants.

- Understand and apply the Ohio Department of Transportation's Project Development Process.

- Manage land acquisition for federally supported projects and the expansion of public utility infrastructure.

- Administer and supervise right-of-way permit requests and approvals for public utility, small cell tower, and telecommunication installations within public corridors.

Qualifications

- A degree from an accredited institution in Civil Engineering or a related field, or equivalent experience demonstrating proficiency in managing engineering projects.

- A valid Ohio driver’s license is required.

- Familiarity with AutoCAD software is preferred.

Knowledge, Skills, and Abilities
  • In-depth understanding of the Ohio Revised Code, Federal Uniform Act, and Ohio DOT Real Estate Policy and Procedure guidelines.
  • Extensive knowledge of civil engineering principles and practices, including the design and construction of civil engineering projects.
  • Strong comprehension of roadway design, water distribution systems, and stormwater management.
  • Thorough knowledge of federal, state, and local standards relevant to civil engineering.
  • Ability to effectively plan, design, and manage engineering projects, including developing estimates, schedules, and deliverables for approval.
  • Capability to review reports and other engineering documentation for clarity and effectiveness for non-technical audiences.
  • Proficient in interpreting and applying regulations from the Manual of Uniform Traffic Control Devices (MUTCD).
  • Ability to cultivate and maintain productive working relationships with colleagues, supervisors, and the public.
  • Proficient in spreadsheet and word processing software.

Benefits Overview
