Job Overview

As a key member of the engineering team, your role will encompass the strategic planning, scheduling, and management of public works initiatives to ensure adherence to municipal standards and regulations. You will operate under the guidance of the City Engineer, representing the City in discussions with various stakeholders, including the City Commission, to effectively communicate technical details of projects.

Key Responsibilities

- Develop comprehensive scopes of work for consultant agreements, outlining the requirements for public works enhancement projects based on established engineering standards.

- Oversee and evaluate the creation of plans and specifications by external consulting firms, ensuring alignment with the City's expectations regarding timelines, budgets, and quality throughout the project lifecycle.

- Engage in the financial planning, estimation, and execution of federally funded projects and grants.

- Apply knowledge of the Ohio Department of Transportation (ODOT) Project Development Process.

- Manage projects that involve land acquisition for federally supported initiatives and the expansion of public utility infrastructure.

- Administer and supervise right-of-way permit applications and approvals for public utility installations, including small cell towers and telecommunications within public corridors.

Qualifications

- A degree from an accredited institution in Civil Engineering or a related field, along with relevant experience demonstrating proficiency in managing engineering projects.

- A valid Ohio driver’s license is required.

- Familiarity with AutoCAD software is preferred.

Knowledge, Skills, and Abilities
  • In-depth understanding of the Ohio Revised Code, Federal Uniform Act, and ODOT Real Estate Policy and Procedure guidelines.
  • Extensive knowledge of civil engineering principles and practices, including the design and construction of civil engineering projects.
  • Solid grasp of roadway design, water distribution systems, and stormwater management.
  • Comprehensive knowledge of federal, state, and local standards related to civil engineering.
  • Proficient in planning, designing, and managing engineering projects, including developing estimates, schedules, and deliverables.
  • Ability to review and present engineering documentation clearly to non-technical audiences, ensuring effective communication of project issues.
  • Competence in interpreting and applying regulations from the Manual of Uniform Traffic Control Devices (MUTCD).
  • Strong interpersonal skills to foster effective working relationships with colleagues, supervisors, and the public.
  • Proficient in using computer applications for spreadsheets and word processing.

Benefits Overview

- New full-time employees receive 80 hours of vacation upon hire, with additional accrual based on service length.

- Sick leave accrues at a rate of hours per hour, approximately 15 days per year.

- After six months of service, employees receive two personal days annually.

- The City observes 13 holidays each year.

- Employees have 24/7 access to a fitness center located in City Hall, equipped with various exercise machines and free weights.

- Experience Pay is available after five years of service, providing additional compensation for long-term employees.

- Permanent full-time employees are eligible for the City's Tuition Reimbursement plan after one year of continuous service, subject to policy terms.
