Job Responsibilities

The Assistant Chief Information Security Officer, Financial Operations is tasked with establishing, guiding, and sustaining the vision, strategy, and program for safeguarding information security within the Finance Executive Agencies, ensuring the protection of vital information assets and technologies. This role will work closely with the Secretary of Finance to synchronize efforts across the Finance Executive Agencies, incorporating insights from Finance Independent Agencies and other Commonwealth Agencies. The Finance Cybersecurity Deputy Director will maintain regular communication with the Commonwealth Chief Information Security Officer in the Virginia Information Technologies Agency (VITA) to guarantee the implementation of relevant Commonwealth Information Security Policies and Programs.

In this capacity, the Security Leader will oversee Finance agency cybersecurity personnel in identifying, developing, executing, and upholding processes throughout the organization to mitigate information and information technology (IT) security risks. Responsibilities include responding to incidents, establishing appropriate standards and controls, directing the implementation of new security processes and technologies within the Finance Executive Agencies, and supporting the adoption of VITA technologies and services while directing the creation and enforcement of policies and procedures in alignment with Commonwealth standards.

Key Duties:

  • Formulate, execute, and monitor a strategic, comprehensive enterprise information security and IT risk management program.
  • Provide leadership to the enterprise's information security organization.
  • Collaborate with business stakeholders across the organization to enhance awareness of risk management issues.
  • Chair the Finance Cyber Executive Oversight Committee.
  • Accountable for the execution of new initiatives and oversee their implementation.
  • Approve master project plans, execution strategies, change management approaches, and operations related to Finance Agencies.
  • Conduct stage gate reviews of significant project milestones.
  • Coordinate with VITA and Agencies on the completion of assigned tasks.
  • Maintain the Finance Agencies risk register, communicate risks to the Secretary of Finance, and facilitate risk treatment and mitigation decisions.
  • Collaborate with VITA on Agency risks and mitigation strategies.
  • Work closely with Finance Agency Information Security Officers in addressing risks for which agencies are responsible for mitigating.

Minimum Qualifications:

Significant experience in IT and the business/banking/audit sector, with leadership experience in managing large, cross-functional teams or projects, and influencing senior management and key stakeholders.

Professional security management certification, such as Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), or similar credentials.

Experience with NIST-based security standards and their application.

Strong understanding of current IT risks and experience in implementing security solutions.

Experience in planning, organizing, and developing IT security and facility security system technologies.

Experience in contract and vendor negotiations and management, including managed services.

Exceptional written and verbal communication skills, along with strong interpersonal and collaborative abilities.

Ability to convey security and risk-related concepts to both technical and non-technical audiences.
