Director of Tax Returns Processing (Hybrid)

Location: Washington, D.C.

The Office of the Chief Financial Officer (OCFO) is dedicated to enhancing the fiscal integrity and accountability of the Government of the District of Columbia. We are seeking a Director of Tax Returns Processing to lead our Returns Processing Administration (RPA) within the Office of Tax and Revenue (OTR). This pivotal role involves the strategic planning, coordination, and execution of various components of the District's tax program.

Key Responsibilities:
  • Overseeing the management of Returns Processing programs for both paper and electronic submissions, as well as Remittance Processing initiatives.
  • Supervising the digitization of paper returns into data images.
  • Monitoring the submission of electronic returns and payments.
  • Overseeing the design and development of tax forms.
  • Facilitating collaboration between OTR and the Lockbox vendor for payment and returns processing, ensuring compliance with the District Tax Code and relevant regulations.
  • Executing additional related duties as required.
Minimum Qualifications: A minimum of nine (9) years of progressive experience, including at least three (3) years in a managerial capacity, overseeing functions such as planning, organizing, coordinating, directing, reviewing, monitoring, and evaluating activities within a mail and payment processing center or tax returns processing unit. Proven ability to develop strategic plans to meet organizational goals and enhance processes for efficient mail or tax return handling, payments, and customer service. Familiarity with tax codes, regulations, and policies relevant to tax returns and technical tax information is preferred.
