Job Summary:

The Chief Financial Officer plays a pivotal role in the Somerville Public Schools, overseeing all financial and business affairs. This position requires strategic thinking, exceptional leadership, and expertise in finance management.

Responsibilities:

  1. Oversee business operations to ensure compliance with municipal, state, and federal regulations.
  2. Manage financial accounting activities, including budgeting, accounts payable, payroll, contract services, and other fiscal affairs.
  3. Develop and maintain efficient financial systems and processes to guarantee accurate accounting, analysis, and projections.
  4. Create and administer the annual budget under the Superintendent's supervision, working collaboratively with District, municipal, and community stakeholders to develop a budget that aligns with District strategies, obligations, and state and federal mandates.
  5. Present the annual budget to various stakeholders.
  6. Analyze District financials regularly and advise the Superintendent and School Committee on financial matters, producing monthly, quarterly, and annual financial reports and projections.
  7. Oversee procurement, management, and accounting of revenue streams and expenditures associated with all District programs funded and/or administered by the Federal and State governments, private grants, revolving funds, and other sources.
  8. Serve as the official purchasing agent for the District, ensuring compliance with all municipal regulations, processes, and MGL 30B.
  9. Plan and supervise inventory management systems to maintain accurate records of supplies, equipment, and property inventory.
  10. Collaborate with the Technology Director to manage the Technology Attrition Plan.
  11. Monitor school department expenditures to ensure fiscal integrity, sign encumbrances, and approve invoices for payment.
  12. Act as liaison to the municipal Finance Department for all work related to fiscal management.
  13. Assist the School Committee and Superintendent in long-range planning for the effective utilization of buildings and building space.
  14. Communicate effectively with the municipal Department of Public Works to ensure proper building maintenance, custodial services, and facility improvements.
  15. Supervise and evaluate supporting services, including School & Nutritional Services, transportation services, and building rentals.
  16. Develop the annual Capital Improvement Plan and Capital Equipment Plan for the District.
  17. Oversee and evaluate finance staff, including payroll, purchasing, accounts payable, and grants management.
  18. Collaborate with Department Directors and programmatic leads responsible for grant oversight and implementation to ensure compliance and effective grant management.
  19. Provide fiscal oversight to ancillary programs, including School Food & Nutritional Services, Community Schools Program, Somerville Center for Adult Learning Experience (SCALE), summer programs, and student activities.
  20. Attend and participate in regular and special meetings of the School Committee, as directed by the Superintendent and/or School Committee.
  21. Prepare the DESE End of Year Financial Report (EOYRPT) and EOYRPT Compliance Audit and other required local, state, and federal reports.
  22. Review state and federal grant applications to ensure alignment with District needs and goals.
  23. Oversee financial management of grants and ensure reporting requirements are met.
  24. May participate in collective bargaining as required.
  25. Perform other duties assigned by the School Committee/Superintendent.
