Position Summary

The IT Operations Office Leader will assist the IT Director in executing all ITIL Strategy functions at PEMEX Deer Park. This role involves significant communication and presentation responsibilities to senior management and C-level executives, acting as a representative of the IT department.

As a trusted partner to the IT Director, the IT Operations Office Leader will play a crucial role in transforming IT into a business-oriented organization. This position serves as the deputy to the IT Director, overseeing the management of the IT office and providing leadership across various functions, including:

  • IT strategy and governance
  • Performance management
  • Project and program management
  • Defining operational methodologies
Key ResponsibilitiesStakeholder Management
  • Manage IT financials, including budgeting, forecasting, and planning.
  • Oversee IT CAPEX processes, from preparation to monitoring.
  • Design and maintain workflows for supplier contracts and financial processes.
  • Lead the Architecture Review Board (ARB) process and educate stakeholders.
  • Prepare presentations for Supply Chain or Board approvals regarding IT contracts.
  • Advise on IT spending and implement corrective actions as necessary.
  • Facilitate communication with the Parent Company and other business functions.
  • Conduct Coupa sourcing events for IT purchases.
  • Demonstrate the value of IT investments aligned with business outcomes.
  • Lead the Project Management Office (PMO) and oversee program and project management.
Value Generation & Protection
  • Engage with IT staff on financial implications of new purchases.
  • Review IT contracts to ensure compliance with requirements.
  • Coordinate contract resolutions with legal and IT leaders.
  • Develop a global IT sourcing strategy that aligns with business priorities.
  • Establish an operating model that supports various sourcing approaches.
  • Enhance sourcing and procurement competencies across the organization.
  • Oversee the development of IT policies and performance management frameworks.
  • Direct the preparation and consolidation of IT business plans and budgets.
  • Implement and manage the IT PMO.
Business Intelligence & Innovation
  • Generate financial reports and dashboards to clarify IT spending.
  • Analyze burn rates for third-party IT services.
  • Collaborate with Finance to improve reporting processes.
  • Ensure compliance with tax regulations related to IT purchases.
  • Review contracts for governance adherence.
  • Manage the Service Now SPM function and train the PMO.
  • Define and share PMO key performance indicators.
  • Stay informed on industry trends impacting IT strategy.
  • Advise on effective sourcing strategies across IT categories.
Qualifications
  • ITIL Foundation certification preferred.
  • Experience in IT finance or procurement.
  • Familiarity with SAP ECC / HANA.
  • Experience with Coupa and Service Now.
  • PMP certification is a plus.
